Minutes: January 9th, 2007
 

The Catawba Island Township Trustees held their regularly scheduled meeting in the conference room on January 9, 2007 at 7:30 p.m. with all present.  Also present:  Pat Cerny, Reggie Langford, Steve May, Jack DeVore, Tom Ervin and Dr. Smothers.  Chairman Gary Mortus called the meeting to order beginning with the Pledge of Allegiance.  William Rofkar made a motion to approve the minutes of the Zoning Public hearing, the regular Trustees’ meeting and the Reorganizational meeting seconded by Robert Schroeder.  Pat Cerny made a correction to the minutes in regard to Kevin Wylie being on the Dependents Board instead of Jeff Kennedy.  All voted aye with the correction. 

The total of the bills is $28,965.06.  Robert Schroeder made a motion to pay the bills seconded by William Rofkar.  All voted aye. 

 

Correspondence included:  Thank you note from Lieutenant John F. Gangway on behalf of the police department thanking the Trustees for the wage increase; Anthem Life regarding privacy practices; Ottawa County Treasurer in regard to proceeds of three estates, Thomas Wilham, Marjorie Spitler, and Barbara Dygert; OTA Pak Newsletter; The Ottawa County Board of Elections reminder of any resignations or appointments for the new year;  Ottawa County Engineer’s Office copy of the request for price quotes for the Gem Beach project with the list of contractors and the construction plan; State Wide

In regard to purchasing police vehicles from Statewide Ford and a price list; a price quote from Young’s Floor Covering for replacement of carpet for the  Police Department in the amount of $4100.00.  The old carpet can be removed for an hourly rate of $42.00 per man hour.  The Township Maintenance Department will remove the old carpet.

 

Reggie Langford gave a presentation of using a credit card for paying the Township bills.

He presented forms and a disk to view.  The Trustees will look into it.

 

Pat Cerny stated the vehicles she sent a letter out on is a vehicle that can be restored, but it should be in the rear yard or in an enclosed building.  She will address this.  Miller Boat Line wants to put in a new fence with privacy strips and there is a concern because of the neighbors, but I do not think it can be stopped.  It was also suggested Miller Boat talk to the neighbors. 

 

William Rofkar acknowledged the passing of Dorothy Gulau, and her thirty years of dedicated service as the Township Clerk and Fiscal Officer.  She will be missed by all.

William also stated he has talked with County Prosecutor Mark Mulligan in regard to the road way in North Point subdivision; William’s question being does the township have to accept a roadway that a developer wants to turn over to the township if we deem it not to be in the best interest of the township and is the township forced to have to take it and maintain it.  The reply from the Prosecutor’s Office is the County Commissioners make the decision if it will be a township or county road and he suggests we send a letter to the County Commissioners telling them what we feel about this particular subject.  William called Mr. Mercurio, the developer, and left him a message that the Trustees will be discussing this at their businesss meeting.  William suggested that we send a letter to the

County Commissioners stating the township is not interested in taking over this private roadway and we do not find it in the best interest of the township.  William Rofkar made a motion that we sent a letter to the County Commissioners stating that we do not wish to receive a roadway from North Point Subdivision as we do not find it in the best interest of the township.  Robert Schroeder seconded the motion.  All voted aye.  William, aye; Robert, aye; Gary, aye.

 

Robert Schroeder stated the Police Department would like to purchase a new breathalizer tester and another video camera for a police car in the amount of $5289.00.  Robert also stated he received a call in regard to a portion of Muggy Road near Catawba Bay where the road has settled and there is a dip.  William Rofkar will take a look at it. 

 

Pat Cerny will ask Todd Lillie to remove his vehicle from the parking area across the street from the Community Hall. 

 

William Rofkar made a motion that we approve $4100.00 for new carpeting for the Police Department from Young’s Floor Covering.  Robert Schroeder seconded the motion.  There also will be mats from Cintas Uniform put in appropriate areas of the floor and they will pick them up and clean them and return them.  All voted aye. 

 

Mr. Ervin, the General Manager from Marine Max, told the Trustees his concern of the homes on the barges in regard to safety factors and sewer and water.  Gary Mortus stated the township has looked at every aspect in regard to these homes and find that our hands are tied in regard to permits, etc. and  it is classified as a watercraft as it has OH numbers.  Pat Cerny stated she talked to the State Fire Marshall’s Office and they are going to make a determination in regard to floating homes and let us know.   

 

Robert Schroeder made a motion to approve the temporary appropriations in the amount of $479,700.00 seconded by William Rofkar.  All voted aye.  A work session will be set up for the permanent appropriations for February 6, 2007 at 7:00 p.m.  Robert Schroeder thanked Pat Cerny for helping with the Fiscal Officer’s work while she was ill.

 

Gary Mortus made a motion to approve the expenses for the Trustees and Fiscal Officer to attend the upcoming Convention seconded by Robert Schroeder.  All voted aye.  Gary Mortus made a motion to approve the 2007 mileage rate standard set by the IRS at 48.5 cents a  mile seconded by Robert Schroeder. All voted aye. 

 

William Rofkar made a motion to appoint Pat Cerny to the unexpired term of our township Fiscal Officer.  Robert Schroeder seconded.  All voted aye.  Gary Mortus then swore her in. 

 

William Rofkar made a motion to adjourn seconded by Robert Schroeder.  All voted aye.
