Minutes: February 28th, 2006
 

     Business meeting of the Catawba Island Township Trustees was held February 28, 2006 in the conference room with all present;  also Pat Cerny,  Marvin & Joan Grover, Ginny Simonis, James Stouffer, Tom Nicholson and Tom Reinert.

    Chairman Gary Mortus called the meeting to order with the Pledge of Allegiance. A motion was made by William Rofkar and seconded by Robert Schroeder to approve the minutes of the February 14th meeting and the February 16th Land Use Plan public hearing as submitted.  All voted aye.  A motion was made by Robert Schroeder and seconded by William Rofkar to pay the bills in the amount of $55,680.10.  All voted aye.

Correspondence included letter from American Red Cross to update county shelter agreements, letter of thanks from the Humane Society of Ottawa County for the contribution, Hylant Group including endorsement B adding the thermal imaging camera and stairchair, Miller Boat Line including schedules and events, proposal of $3250.00 from K and B Concrete and Masonry to replace police station French drain and copy of letter to Stan McCumber from Ottawa Regional Planning Commission recommending disapproval of the rezoning request filed by Heilberg, Inc..

     Marvin Grover stated he is very concerned about commercial in the center of the Island if the Land Use Plan is not followed which will set a precedent.  Concerned about the lot across from us on the corner and if the school will be sold there may be an interest in a commercial enterprise and we certainly don’t want that.  Bill Rofkar stated there will be another public hearing for the Land Use Plan on March 16th at 7:00 p.m. and would appreciate your input at this hearing. Marvin stated the only thing the Trustees get any criticism on is Zoning and on anything else you do a great job.

     Jim Stouffer presented an update of the schedule on the under pass construction and everything seems to be working out on schedule.  Gill Construction  did a preliminary removal of rock on the west side of the road which went extremely well and ahead of schedule.  Dave Brunkhurst is fully aware of this schedule and after everything is approved he will get the necessary signatures.

     Tom Reinert of Peachton Drive stated he is just interested in what is going on in the Township.

     Ginny Simonis stated she was here last fall regarding Heigel Park and the soccer field being in use.  Talked to Larry Schultz who has the schedule for John Braun Park and he said no one called about using the soccer field last fall.  Just wanted to update from last fall and don’t mind if there is an over flow but it is a residential area and a game brings in many cars going in and out.  Bill Rofkar stated his concern is if someone who lives out here and has children who play soccer how can we tall them they can’t play soccer there

 when it is a public park. If there is a problem of anyone getting on your property we are willing to work with you.  Gary stated you asked about the field being moved more to the East and that can be done.

       Zoning Inspector asked about advertising Land Use Plan public hearing and was advised it can be just a notice that it will be March 16 at 7:00 p.m. but not a legal notice. John Smothers would like to walk with them Saturday at 11:00 a.m..

       Tom Reinert stated it is a beautiful area and he has cut down vines and brush to get through with his bike. Walking trails are there but if they are not maintained it will just grow over.  Gary asked if he had talked to John Smothers and Tom said he has his name and number and will give him a call.  Bob Schroeder stated there is a Park Board that is really working on this.

      William Rofkar stated the wood chipper is five years old and will need repairs and presented a quote from Vermeer Sales & Service to replace the brush chipper for $26,123.00 minus $10,000.00 for trade-in.

     A motion was made by William Rofkar and seconded by Robert Schroeder to award contract to Vermeer Sales & Service for a new BC1000XL Deluxe Brush Chipper for $16,123.00. The vote: G. Mortus-aye, R. Schroeder-aye, W. Rofkar-aye.

      Robert Schroeder stated there is a box on Engine 22 and it is rusting out and the guys are doing all the work on it in house. There will be EMS training at Bowling Green. Asked about the drawing of Wine Cellar Road and it was decided it was old.

      Gary Mortus stated after the Zoning Commission hearing on Wednesday there was a comment made about the C-2 zoning of the parking lot at Mon Ami so Pat did some research and found the parking lot is zoned C-1 which does not allow hotels. Bob Schroeder asked why they can run limousine business on Agriculture property?  Pat stated the business is operating out of the former Glass Works building and the vehicles are just parked where it is Agriculture zoning.

      Public hearing for John Kronberg of Mon Ami request rezoning to C-2 will be

March 20 at 7:00 p.m..

     A motion was made by Robert Schroeder and seconded by William Rofkar to adjourn at 8:15 p.m..  All voted aye.
