Minutes: March 28th, 2006
 

     Regular meeting of the Catawba Island Township Trustees was held March 28, 2006 in the conference room with all present; also Pat Cerny, Bob and Brian Snyder, 25 residents, Sandusky Register writer and News Herald writer.

     Chairman Gary Mortus opened the meeting with the Pledge of Allegiance.  A motion was made by Robert Schroeder and seconded by William Rofkar to approve the minutes of the previous meeting as submitted.  All voted aye.  A motion was made by William Rofkar and seconded by Robert Schreder to pay the bills in the amount of $39,156.63.  All voted aye.

Correspondence included letter from Marvin Grover regarding Zoning, Division of Liquor Control regarding expiration of liquor permits, Adelphia announcing Cleveland Indiarns games can be viewed on Adelphia Channel 17 this year, copy of letter to Donald Weaver, PE from David Brunkhorst PE regarding the forcemain on Moore’s Dock Road,  Certificate of County Auditor that Total Appropriations from each fund do not exceed the Official Estimate of Resources, check for $417,038.81 for first half Real Estate Tax from County Auditor and check for $40,921.06 from State Auditor for Rollbacks and Homestead and check for $3290.87 for first half Public Utility Tax Reimbursement from the County Auditor.

     Bob Schraidt stated his main concern is there is a fence being built behind the former Montowski house and thinks you will not be able to get to the catch basin.  Bill Rofkar stated there will be no problem as the lid was replaced and doesn’t see any way we should have to get any equipment in there for anything.  Gary Mortus stated someone will stop down and explain the situation to the new property owner who put up the fence.

Bob also asked if there is any thought of adding a street light at the corner of Porter Road and Northeast Road.  Gary will take a look at it.

      Meredith Beck asked about developing a long range plan for the Vollmer property before there is any planting or mowing.  Talked to John Krestscher on the phone and his is willing to come over some time next week to give us some ideas.  Gary asked what day and Meredith stated he didn’t know what day he could make it but will let you know so the Trustees can meet with him also. Meredith asked that the maintenance men do not take any equipment back in this property.  April 1 will be a clean up day for anyone who would like to volunteer.

     Marvin Grover stated each of you received by letter stating comments of Zoning and hope you will consider them.

     Jim Weldman stated he is representing the Catawba Island Club if anyone has any questions about the golf course. Gary asked if they would put up a sign stating this is part of the golf course so we wouldn’t get so many calls  Bill stated should have a sign at Cemetery Road stating what roads are available when Northwest Catawba Road is shut down.

       Bob Snyder stated at the last meeting it was stated you would meet with the Prosecuting Attorney.   Loraine Croy from the Prosecutor’s office stated she was here to answer any questions.  Gary Mortus stated the Ottawa Soil and Water District sent him a letter stating what he had to do but Mr. Wiza is in Europe and has not received the letter yet.  Gary stated they will continue to work with the Prosecuting Attorney, Soil & Water District and possibly the EPA so we are moving forward to getting this solved.

      A motion was made by William Rofkar and seconded by William Schroeder to adopt Resolution to adopt the revised Land Use Plan by Ottawa Regional Planning Commission and Ottawa County Commissioners as provided by Section 713.23 of the Ohio Revised Code. (copy attached) The vote: G. Mortus-aye, R. Schroeder-aye, W. Rofkar-aye.

     William Rofkar presented quotes to replace the concrete trench drain in driveway to the Police Station from K & B Concrete and Masonry- $3250, Masonry Construction- $3164.00. Presented another quote from Masonry Construction to remove the trench drain with catch basin and install a catch basin at edge of driveway from Masonry Construction for $2915.00.

    A motion was made by William Rofkar and seconded by Robert Schroeder to award contract to Masonry Construction to remove trench drain with catch basin to install a catch basin at edge of driveway to Police Station for $2815.00  All voted aye.

    Robert Schroeder stated Police Chief Bob Rogers is back to work.  Would like to get a container put by the water tower for junk from clean up of nature preserve April 1.  Has garden tractor with small trailer that he has volunteered for use in the clean up.

    Gary Mortus presented copy of Cell Phone Policy and asked for comment. Bill Rofkar stated word neglect should be changed to negligence.

     A motion was made by William Rofkar and seconded by Robert Schroeder to adopt the Cell Phone Policy as amended. The vote: G. Mortus-aye, R. Schroeder-aye, William Rofkar-aye.

    Clerk stated the Community Hall door locks do not work again and Bob Schroeder said he would check them.      

     Zoning Inspector Pat Cerny stated since the Land Use Plan has been adopted some thought should be given as to whether there should be a Commercial Planned Unit Development.  Bill Rofkar stated it should be addressed by the Zoning Commission and thinks Walter Wehenkel should be at the meeting.

      A motion was made by Robert Schroeder and seconded by William Rofkar to adjourn at 8:40 p.m..  All voted aye.
