Minutes: May 13th, 2003

 
 
 

     Catawba Island Township Trustees held their regular meeting on May 13, 2003 in the conference room with all present; also Pat Cerny, Meredith Beck, James Stouffer, Mr. And Mrs. Don Relgin.

 

     Chairman Gary Mortus opened the meeting with the Pledge of Allegiance.  A motion was made by William Rofkar and seconded by Robert Schroeder to approve the minutes of the last meeting as submitted.  All voted aye.  A motion was made by William Rofkar and seconded by Robert Schroeder to pay bills in the amount of $29,258.27.  All voted aye.

Correspondence included letter from Auditor’s Office regarding GIS Mapping discussion on May 20 at 9:30 a.m. in the E.O.C. at the courthouse, Ottawa Regional Planning Commission regarding a mitigation plan, John Carroll regarding cemetery lots for firemen, Columbia Gas of Ohio including form for “persons in charge” emergency information, Davey Resource Group on maintaining and enhancing the environmental quality of the community, Adelphia providing new cablevision rates, Ottawa County Commissioners including resolution fixing time of May 27 at 2:00 p.m. to view proposed improvement of Balliette and Norma Drives and June 5 at 10:00 a.m. for final hearing of acceptance of these as public roads, Litchfield Landscape Elements including drawings of the Shelter House for Heigel Park, Ottawa County Visitors Bureau with thank-you for the use of the West Harbor launch facilities for In-Fisherman Professional Walleye Trail, Catawba Bay with thank-you for decision to beautification, improvement and maintenance of Muggy Road right of way leading to entrance of Catawba Bay, Northwest Township Association invitation to the Mud Hen’s Baseball Game, July 21 at 7:00 p.m. and architectural and engineering design services by Arkinetics in Lorain.

 
 

      Meredith Beck stated after talking to Bob Schroeder wondered if the other Trustees were interested in a prairie planting on the corner of  Cemetery and Northeast Catawba Roads. If interested volunteered to get more information on the project.

 

      Gary Mortus stated it has been discussed about turning  it into a more environmental area rather than just mowing it.  We did listen to a gentleman on doing this at one of the County meetings.

 

       Meredith stated it was probably John Bothman whom she knows and site preparation is a major problem and takes about two years before anything can be done.  There are professional people who will give you information on this.

 

     Bob Schroeder stated it has to be plowed up and someone could plant soy beans  on it for next two years.  Meredith stated whe would like to see it done and would be willing to get more information about it.  Once it is established it would have to be burned.

 

    Jim Stouffer stated they have been thinking of incorporating some of that in the PUD.  Mr. & Mrs. Relgin asked about property that is to be rezoned and was advised that meeting is Wednesday night. ,   Mrs. Elgin stated in their home town cemetery lots are offered at a lower rate to firemen.  Gary asked the rates of a cemetery lot but she did not know.

 

     Pat Cerny asked when the maps will be mailed out?

 

     Bob Schroeder stated would like them mailed a few days before Memorial Day week-end and would cost about $800.00 to have Dupps Printing & Supply mail them which was approved.

 

     Pat stated the Fire Department submitted a bid on the Fire House and was awarded it so would like permission to have truck go and get it which was approved.  Vineyards bought the Hartshorne home and would like to use it as a place for residents to play pool or other forms of recreation.

 

    Bob stated it would have to be an accessory to the PUD and parcel would have to be rezoned to RE first.  Thinks there should be a sign stating  handicapped parking is to the west of the building.  Handicapped tried to get up the ramp for voting.  Chris Redfern asked what could be done about the water  standing on road at corner of Roger and Balliette Drives.

 

     Gary stated probably have to put a French drain in like on corner of Appell and Balliette Drives.

 

     William Rofkar stated Community Hall should be closed for walking and thinks locks should be changed .  Following discussion locks were tabled.

 

     Gary stated motion lights should be installed in the restrooms at Community Hall as lights are left on many times and also  a timer on the blower. When Dan gets schedule for rentals will have to be checked next morning  as to where it should be set.

 

       Bill asked about the roadways in the compost area and Gary stated stone will be put in and also oiled.

 

      Robert Schroeder presented information on securing grant money for another dumpster.  Discussed buying another dumpster.  Applying for a grant was approved and agreed Township would be willing to pay for one more pull a week.

 

      Clerk stated poll workers make their own arrangements to get keys for election day and Dan does not need to do it.  Connie Focht asked about putting in their own foundation but was advised Township can pick one up any time except in the winter. Asked  what should be done with old computer as new one will be installed tomorrow and was advised to send it back to the State.

 

       A motion was made by Robert Schroeder and seconded by William Rofkar to send letter to Peter Wennes, 2796 Sand Road, for being in violation of Zoning with a junk vehicle.  All voted aye.

 

     A motion was made by William Rofkar to adopt Resolution to participate in the Ottawa County Road Program for fiscal year 2003 at cost of Sixty-nine thousand Eight hundred Ninety-two Dollars and Thirty-three cents and request the contribution of Ottawa County for participation. Robert Schroeder seconded the motion and the vote: G. Mortus-aye, William Rofkar-aye, Robert Schroeder-aye.

 

       Gary Mortus presented copy of a logo for Catawba Island which is on the internet and was approved for other usage.  Bronson Township looked at the 1994 dump truck and would like to purchase it for $25,000.00.

 

       A motion was made by Robert Schroeder and seconded by Gary Mortus to sell the 1994 dump truck to Bronson Township for $25,000.00

 

       Bill Rofkar stated could have it advertised  for sealed bid..  Bob stated he felt it is in the ball park for that year truck.  The vote:  G. Mortus-aye,  R. Schroeder-aye, W. Rofkar-opposed.

 

        A motion was made by William Rofkar and seconded by Robert  Schroeder to adjourn.  All voted aye.
