Minutes: June 10th, 2008
 

The regular meeting of the Catawba Island Township Board of Trustees was called to order by chairman William Rofkar at 7:30 p.m. in the conference room.  In attendance were William Rofkar, Robert Schroeder, Gary Mortus, and Pat Cerny.  Visitors were:  James Stouffer, Jack Devore, Matt Montowski and Becky Swisher.  The meeting began with the Pledge of Allegiance. 

The minutes of the April 29, 2008 zoning hearing were approved as received.  Gary Mortus made a motion to approve the minutes seconded by Robert Schroeder.  Motion carried unanimously.  The minutes of the May 27, 2008 business meeting were approved as submitted.  Robert Schroeder made a motion to approve the minutes seconded by Gary Mortus.  Motion carried unanimously.

Gary Mortus made a motion to approve and pay the bills in the amount of $36,123.77 seconded by Robert Schroeder.  Gary Mortus, aye; Robert Schroeder, aye; William Rofkar, aye. 

Correspondence received:  Time Warner with a channel change.  Kurt Heilmann’s letter in regard to 3665 North Delwood Drive lawn that needs mowing.  Gordon Lumber delivery charge notification.  Dial 211 updating database if we are interested
in participation.  Robert Schraidt asking for a consideration in changing the zoning resolution in regard to directional signs in the “A” district to allow them.  Certificate of Liability insurance from Time Warner Cable.  Ottawa County Sheriff’s April month end report. 

Gary Mortus stated he has a Fire Department application for an Amanda Horn who already holds a EMT certification and just needs fire fighting certification.  Gary Mortus made a motion to approve a one year probation for Amanda Horn seconded by Robert Schroeder.  Gary Mortus, aye; Robert Schroeder, aye; William Rofkar, aye.  The Fire Department has also requested $1600.00 worth of equipment and is approved as submitted. 

Robert Schroeder stated the water bill for the launch ramp was excessive and repairs have been made. 

Becky Swisher presented our insurance renewal.  Property values were increased 3% for inflation and the premium has decreased. 

Pat Cerny presented the “floating homes” zoning resolution amendment to the Trustees.  The Trustees will hold a public hearing on this on July 8, 2008 at 7:00 p.m. in the conference room. 

2009 clean up week will be April 27 through May 3 and October 12 through the 18th.

A letter will be sent to the residents of 3665 North Delwood in regard to their high lawn.  The lawn will be looked at first. 

William Rofkar made a motion to purchase the Ford Dump Truck Chassis through the State Purchasing Plan and Bass Ford for $37,536.50 and the body package through Kalida for $22,851.00 seconded by Gary Mortus.  Gary Mortus, aye; Robert Schroeder, aye; William Rofkar, aye. 

William Rofkar stated he checked with the person in regard to the mulch for Heigel Park and it is not treated and it can still mold.  William Rofkar would like to purchase sand.  Gary Mortus stated there was only one complaint on the mulch. Decision was to keep the existing mulch/wood chips. 

William Rofkar received two quotes for grinding.  Barnes Nursery , two phases, first time grinding and then process the leafy and grassy materials separately and a second phase in August they would come out and run everything they ground the first time through a screen machine which will give a better quality of mulch for $14,000.00 and Dave Price Metal Services (Norwalk Landscaping) for $22,182.00.  William Rofkar made a motion to approve Barne’s proposal and take their suggestion on grinding in the two phases and we will get billed $10,500.00 for the immediate work and in August be billed $3500.00 seconded by Robert Schroeder.  Gary Mortus, aye; Robert Schroeder, aye; William Rofkar, aye. 

William Rofkar stated in looking at  the file in regard to Ken Gill from 1999 he was granted a conditional use to process natural resources.  Gary Mortus does not think hauled in concrete is a natural resource.  Gary Mortus suggested Dave Gill come to a Trustee’s meeting and explain what he is doing.  Several developers on Catawba are not happy with the site on Northeast Catawba Road. 

The Trustees think if Bob Schraidt would like to change the zoning resolution in regard to directional signs in the “A” district he should apply for an amendment to the zoning resolution and go through the process.  The letter will be filed. 

Gary Mortus made a motion for adjournment seconded by Robert Schroeder.  Motion carried unanimously.  8:20 p.m.
