Minutes: June 13th, 2006
 

     Business meeting of the Catawba Island Township Trustees was held June 13, 2006 in the conference room with all present;  also Pat Cerny, Jack DeVore, Bob Snyder, Brian Snyder, Mike Prosser, Bob Leach, Don Dougherty and Jonathan Heigel.

     Chairman Gary Mortus opened the meeting with the Pledge of Allegiance.  A motion was made by William Rofkar and seconded by Robert Schroeder to approve the minutes of the last meeting in May as submitted.  All voted aye.  A motion was made by Robert Schroeder and seconded by William Rofkar to pay bills in the amount of $111,651.46.  All voted aye.

Correspondence included letter from Ohio Environmental Protection Agency regarding the compost facility, copy of a letter to the OEPA from Scott Hetrick regarding Mr. Wiza’s pigs on Muggy Road, copy of letter to Ottawa County Health Services from Robert Snyder including police report regarding dumping of animal waste adjacent to Heigel Park, letter from Albert Migler on complaint of condition of property at 5505 Treasure Lane, Frank Gates Service Company to enroll in the 2007 group rating program of Workers’ Compensation showing a group savings of $16,130.00 and the Ottawa County annual report from the Commissioners. 

      Bob Snyder introduced Bob Leach who is taking over the building program of condominiums at Catawba Bay.  Showed plan of different kind of building than was originally shown in the PUD and explained the minor changes in the present PUD.  The overall project does not change the density just the style of the building.

      A motion was made by William Rofkar and seconded by Robert Schroeder to approve the modifications of the original Catawba Bay Planned Unit Development  upon approval of the Ottawa Regional Planning Commission.  All voted aye.

      Larry Brown stated Port Clinton Youth Association would like to express their appreciation for use of Heigel Park for the soccer program. The league is in need of equipment which would cost approximately $2000.00.  Bill Rofkar stated there are Catawba children that play in this league and am glad they are using the park and sees no problem in purchasing the equipment.

     A  motion was made by William Rofkar and seconded by Robert Schroeder to allow purchase of goals and equipment at Heigel Park  for the soccer league not to exceed $2000.00. All voted aye.

     Zoning Inspector Pat Cerny stated she has received complaints of junk cars- Plymouth Voyager on Treasure Lane and Oldsmobile with expired plates on Center Lane. Will have citation letter to be signed at next meeting.

     Don Dougherty presented copy of Bob Snyder’s letter along with petitions having 125 signatures that agree with and support the actions and positions described in the letter dated May 23, 2006. Gary talked to Nancy Osborne of the Ottawa County District Board of Health and reviewed the copy of the letter the Board of Health sent to Edward Wiza. Will follow up with the Board of Health actions.

      Bob Snyder stated Mr. Wiza has not complied with anything and thinks the Board should go to the State level.  Bob Schroeder stated this Board can only do what is in the Ohio Revised Code.  Bill Rofkar stated in order to change Agriculture status would have to go the State of Ohio.

     Bob Snyder asked if there is an ordinance on mowing lots and Gary stated there has to be noxious weeds. Presented pictures of growth and trees along Muggy Road.

      William Rofkar presented information on a new Simplicity mower for the cemetery at a cost of $3000.00 after trade-in.

      A motion was made by William Rofkar and seconded by Robert Schroeder to trade in the 2003 Simplicity mower on a Simplicity Citation ZT 21 hp Vanguard 48” mower at cost of $3000.00 from Bill’s Implement Sales.  All voted aye.

      Robert Schroeder asked why fish were being picked up at Parmen’s Point?  Bill received a call from a lady who was willing to pick up dead fish along the beach if we could dispose of them. So when they came to load compost had them go down and pick up the fish to dispose with the compose. Northwest District meeting will be at Put-in-Bay with Chris Redfern as speaker on July 19.

     Gary Mortus stated copy machine would cost $275.00 per month and felt that was too much so returned it. Bill feels could use the smaller copy machine as long as there isn’t any problem with it.

     A motion was made by Gary Mortus and seconded by Robert Schroeder to adjourn to executive session concerning  personnel matters. All votd aye.  A motion was made by Robert Schroeder and seconded by William Rofkar to reconvene to regular session.  All voted aye.

     A motion was made by William Rofkar and seconded by Robert Schroeder to adjourn at 8:45 p.m.  All voted aye.
