Minutes: June 28th, 2005
 

      Zoning public hearing of the Catawba Island Township Trustees was held at 7:00 p.m. on June 28, 2005 in the conference room with all present; also Pat Cerny, James Rofkar, Mike Sapp, Bob Hathaway, Thomas Poinar, Kevin Davis and Rosemary O’Hara.

     Chairman William Rofkar opened the hearing  on Application 589623 to rezone the James Rofkar property from “A” to R-1 and then turned it over to Gary Mortus, Vice-Chairman.  Ottawa Regional Planning Commission and Zoning Commission both recommended rezoning the property.

    The developer, Mike Sapp stated the only difference from the original plan would be adding a buffer on the side for site protection from the houses on the north side.

    Bob Hathaway, 4421 Norma Drive, stated really appreciated Mike Sapp and his colleagues coming up and talking to him who basically represents the Zoning Committee and appreciate all they are doing to provide a buffer. Some of the residents on Norma Drive wanted to buy some of the property as a buffer but naturally Mr. Rofkar did not want to divide the property.  Gary stated he appreciated the cooperation of the property owners and their comments and have only a couple of remarks about changing to R-1..

     A motion was made by Robert Schroeder and seconded by Gary Mortus to close the public input of the Zoning Hearing,  Both voted aye.

     Robert Schroeder made a motion to approve Application 589673 to rezone from Agriculture to R-1 approximately twenty-five acres on Northwest Catawba Road owned by James Rofkar. Gary Mortus seconded and the vote:  Gary Mortus-aye, Robert Schroeder-aye, William Rofkar-abstained.

      A motion was made by Robert Schroeder and seconded by Gary Mortus to close the
zoning hearing.  Both voted aye.

    Present for the business meeting were James Stouffer, Ann Rumpf, Gerri Ennemoser, Dean Frederick, Slate Kester, Tom Micholson and David Brunkhorst.

    Chairman William Rofkar opened the meeting with Pledge of Allegiance.  A motion was made by Gary Mortus and seconded by Robert Schroeder to approve the minutes of the previous meeting as submitted.  All voted aye.  A motion was made by Robert Schroeder and seconded by Gary Mortus to pay bills in the amount of $102,651.85.  The vote:  W. Rofkar-aye, G. Mortus-aye, R. Schroeder-aye.

Correspondence included letter from Ottawa Regional Planning Commission including F.Y. 2006 assessment, Auditor’s office with information on property tax levies, Ohio Insurance Services Agency including Customer Service Survey, Ohio Department of Natural Resources invitation to participate in informational meeting about the Coastal and Estuarine Land Conservation Program Plan in July, County Sanitary Engineering Department regarding precautionary boil advisories and requesting list of officials to be included in e-mail listing, copy of letter from Ohio Department of Natural Resources to Jack Grummel regarding chain link fence within Lake Erie public trust territory,  Time-

Warner regarding cablevision services and OPERS asking for nominations to the Board.

       Ann Rumpf stated the bathing beach is closed to the public at Gem Beach but lot owners can use the beach.

      Matt Mercurio of Ohio Shore Development presented the myler plan of North Pointe Subdivision and is requesting the signatures of the Board members on the final plan .  Gary Mortus stated after the County Engineer, Ottawa Regional Planning Commission and County Sanitary Engineer have signed the plans there would be no problem in coming in and sign them so it doesn’t hold you up.

      Jim Stouffer thanked the Police Department for the great job on the incident at the Catawba Island Club a few weeks ago and also their assistance on the event for cystic fibrosis with return of almost $75,000.00 . Have been at meetings relative to the purchase of the Svete property and feel it would be a positive addition to the Township  Township might want to consider  the dynamics for the maintenance and fire departments. Their proposal will be in a formal presentation by letter to the Board in the next few days.

      Pat Cerny asked about dates for clean up weeks in 2006?  Bloodmobile dates are January 14, May 13 and September 9, 2006. Clean up week will be week starting May 15 and week starting October 16, 2006.  Asked about County meeting?

      Gary Mortus stated August 25 will host County meeting and if we have it at CIC they will provide perch sandwiches, potatoe salad and picnic style fixings  at $14.95 per person. Bill feels we should have the meeting here which would be less expensive but have CIC cater it  Bob stated if we go to CIC it is air conditioned and we have not clean up. Also thinks we should show what we have in the community so was approved by Gary and Bob.. . Leadership of Ottawa County would like to use the Community Hall at no cost on September 14 which was approved.

      Robert Schroeder asked about police cars?  Bill feels they should be auctioned.  Dave Brunkhorst suggested putting them on the web site for sale. County did this with vehicles and office equipment they had for sale and were very successful. Board agreed to put the police cars on the web site for sale. Bob thought one of the cars should be used unmarked for traffic control but police don’t think it should be. Gary stated that people run the stop sign on Cemetery Road and also the one on West Catawba Road by the causeway and Highway Patrol are there more than our police but if Bob doesn’t want to do that we might as well auction them. Bob stated he feels maintenance should be in charge of the sign in front and also this building is a disgrace. Bill stated he should talk to them about it and Bob said he did but it didn’t do any good.

     Gary Mortus presented information on joining Chamber of Commerce at $175.00 per year of which he is a member.  Bill stated he is a member for his business and does not see where it would be any advantage for the Township. Gary went to a grant hearing at Bowling Green on the Svete property and should be hearing from them before long.

    Clerk read suggestions to be made from the State Examiner- one must adopt a Resolution stating approval when making advances or transfer and need to adopt an investment policy at this meeting.  Sold two cemetery graves and resident would like to plant a tree and would like to know if they should buy another grave site to plant it. Bill advised they do not need another site but they need approval of the Trustees as to the location of the tree. Also need a cell phone policy but Gary said was sure they had a policy when it was brought up before so will check on it.

     A motion was made by Gary Mortus and seconded by Robert Schroeder to adopt Resolution authorizing the Clerk/Treasurer to invest or deposit public funds in the following investments only: (1) Interim deposits pursuant to Ohio Revised Code 135.14 (B) (3); (2) STAR Ohio pursuant to ORC 135.14 (B) (6), (3) No-load money market mutual funds pursuant to ORC 135.14 (B) (5). The vote: W. Rofkar-aye, G. Mortus-aye, R. Schroeder-aye.

      A motion was made by Gary Mortus and seconded by Robert Schroeder to adopt Resolution approving transfer of $100,000.00 from Star Ohio to checking-  $50,000.00 to General Fund, $25,000.00 to Police Fund and $25,000.00 to Fire Fund. All voted aye.

     William Rofkar stated catch basin and drainage tiles on Wehye Road were cleaned last week and feels it should be cleaned every couple years. Muggy Road needs some patches and maybe can get a contractor who is working in the County to do the work. Asked about decision on backhoe attachment as backhoe will be going to Buck & Knobby for maintenance. Bob and Gary did not feel the attachment was necessary.

      County Engineer David Brunkhorst stated crack sealing machine was brought to Catawba today and is available for use.  Would like list of roads to be included in the County striping program.  In the past there has been an agreement between the Trustees and the County for snow removal on County roads and 75% reduction on salt delivered.  Would like to have new agreement with 50% reduction on salt as original was signed way back when. Discussion followed and was tabled.

     A motion was made by Robert Schroeder and seconded by Gary Mortus to adjourn.  All voted aye.
