Minutes: July 22nd, 2003
 

         Catawba Island Township Trustees held their regular meeting July 22, 2003 in the conference room with all present; also Pat Cerny, Dan Barlow, James Stouffer, Sandra Wade, Carolyn Pope, Joe Aquillino of Best Equipment and  Brian Newell of Newell Equipment.

 

      Chairman Gary Mortus opened the meeting with the Pledge of Allegiance.  Bids were opened and read publicly for a new or demonstrator leaf and yard waste collection truck as follows:

 
  Newell Equipment, Galion $ 106,000.00
  Best Equipment, Cleveland 87,450.00 for a Sterling Acterra, Single Axle-Cab and Chassis, and 73,850.00 for a GMC Cab and Chassis
 

Bids will be reviewed and contract awarded at the August 12 meeting.

 

Only bid received for the 1991 Chevrolet pick-up truck opened and read publicly was from Helmut Wuersig for $300.

 

        A motion was made by William Rofkar and seconded by Robert Schroeder to approve minutes of the previous meeting and the two special executive meetings as submitted.  All voted aye.  A motion was made by Robert Schroeder and seconded by William Rofkar to pay bills in the amount of $56,364.24.  All  voted aye.

    Correspondence included letter from Ottawa County Township Association  stating nex meeting hosted by Salem Township will be at the Ottawa County Job and Family Services Center on Thursday, July 31 at 7:00 p.m., check for $12,352.50 from Ohio Division of Liquor Control for permit renewals, letter from Jeff Johns thanking the Police Department for attempting to keep Catawba residents safe, Board of Elections regarding Special Election, Tuesday, August 5, 2003 and Ohio Lakefront Group regarding lakefront property and H.B. 218 including copy of  Resolution and announcing meetings to be held to inform residents about the situation and an anonymous not regarding rental of a small cottage owned by James Fourd.

      Sandra Wade stated she and Carolyn Pope are on the Board of the Ohio Lakefront Group and both are new at this but they ask the Board to pass a Resolution supporting H.B. 218.  The bill basicly changes property boundaries to High Water Mark which negatively impacts local government loosing control over public beaches, negative impact to property values resulting in reduction of property taxes to local communities as described in attached copy.

    Jim Stouffer stated Ohio Department of Natural Resources  is trying to take shoreline property from owners and take away property rights.  Need to reach a cooperative agreement with ODNR.

     Carolyn Pope stated there are nine State Representatives , including Chris Redfern, supporting this bill.

     Gary Mortus stated would like to act on the bill after the meeting on August 9 where we would have public input  and wait to pass the Resolution at the August 12 meeting.

    Sandra stated would like to have all of the Board and any of  your friends attend the breakfast and meeting on August 9 at the Community Hall.

     Jim Stouffer presented  letter from Catawba-Cleveland Development regarding roadway access and golf cart path crossing  drawing in the PUD.  Made application for a permit from County Engineer for the two roadway accesses but need Township Trustees approval for the golf cart path crossing. 

     Gary asked about the road cut on Moore’s Dock Road as saw plans for sidewalks but didn’t see any plan for a road cut. Is really concerned about Moore’s Dock Road because there was never a permit issued for the cut.  Also looks like the driveways are much higher than the road.

     Jim stated he didn’t know anything about the road cut but will get an answer.  Some of the driveways have a trench drain on the Eastern side and those are the furthest from the road.  Just tell me what you want done.

     Gary stated the County Engineer has not seen any plan for the road cut or where it is going to be in the road for drainage.

      Jim stated will check in the morning on this and let you know as soon as possible.

      Bob Schroeder stated should have Arne Stemen from Engineer’s office come out to look at the project.  Talked to Jason  at the project and informed him that it should be checked.

      Gary staated as long as the County Engineer approves the crossings there shouldn’t be a problem.

A motion was made by Robert Schroeder and seconded by William Rofkar to approve the four curb cuts pending on approval of the County Engineer as per attached letter and drawing. The vote: G. Mortus-aye, W. Rofkar-aye, R. Schroeder-aye.

     Jim Stouffer stated they are looking into getting a barge to set off the fire works since they have had wind problems the last couple of times and have discussed this with the Fire Chief.  Bill Rofkar stated all the Township residents appreciate those fireworks.

     Dan Barlow stated when checking the pump on Northeast Catawba Road noticed the electrical boxes need to be checked and was advised to contact an electrician and get a price.  New SEBA will be here for preview next Monday, July 28 at 7:00 p.m. and would like  the Trustees and Auxiliary to come and see them.  Will stop making present ones in 2004 but will stock parts for them.  New ones cost $3200.00 each.

     Zoning Inspector Pat Cerny asked if an addition can be put on the trailer on Northeast Catawba Road?  Bill Rofkar stated if the trailer is non=conforming use nothing can be added to it.

     Gary stated when the present owner purchased the land with those two trailers on it he was advised both trailers were non-conforming use and would have to be removed. 

      Robert Schroeder stated a resident at Gem Beach has been in Pat’s office several times being very uipset with Jack Grummel  putting up a gate being they have beach rights in their deeds and has threatened to sue Pat and the Board.  Have had complaint that someone is living in the detached garage at 4000 Northwest Road.   Mr. Whitt looks like he has a used car lot on his property.

      Pat stated she has written a letter to both of them.

     William Rofkar had meeting with contractor for the shelter house at Heigel Park and was informed it should be started next week.  County says they need a permit for it. Asked about reviewing leaf truck bids and Board agreed to meet Friday at 7:30 a.m. to review them. Talked to Dave Gill and Matt Molnar about the utility work at Heigel Park. Molnar submitted bid of $8700.00 for water and just over $14,000.00 for sewer.  Dave Gill stated he was just too tied up

      Gary stated maybe could tie into Catawba Woods Condominium  sewer line and asked Pat to check with them.

 Clerk reminded Board that John Blake will be here at 6:00 p.m. on August 12 before the regular meeting.

       A motion was made by William Rofkar and seconded by Robert Schroeder to accept the bid from Helmut Wuersig for $300.00 for the 1991 S-10 pickup truck.  All voted aye.

        A motion was made by Robert Schroeder and seconded by William Rofkar to go into executive session for real estate discussion.  All voted aye.

        A motion was made by William Rofkar and seconded by Robert Schroeder to reconvene in regular session. All voted aye.

       Robert Schroeder made a motion to adjourn.  William Rofkar seconded and all voted aye.
