Catawba Island Township Board of Township Trustees
September 9, 2008

The regular business meeting of the Catawba Island Township Board of Trustees was called to order by chairman William Rofkar at 7:30 p.m. in the conference room on September 9, 2008.  The meeting began with the Pledge of Allegiance. 

Present were William Rofkar, Robert Schroeder, Gary Mortus, Pat Cerny, Jack DeVore, Matt Montowski, Reggie Langford, James Stouffer, Meredith Beck, Becky Swisher, John Coppeler, and John Smothers.  Gary Mortus made a motion to approve the minutes of the previous meeting as received seconded by Robert Schroeder.  Gary Mortus, aye; Robert Schroeder, aye; William Rofkar, aye.  Robert Schroeder made a motion to approve and pay the bills in the amount of $46,469.32 including the payroll seconded by Gary Mortus.  Robert Schroeder, aye; Gary Mortus, aye; William Rofkar, aye. 

Correspondence included a letter from JoEllen Regal, stating the Ottawa County Budget Commission met on August 21, 2008 and approved the distribution of the Local Government monies for 2009.  Local Government funds for our political subdivision estimated at $32,302.07.  Anthem stating October 1, 2008 pantoprazole (Protonix) no longer covered by Anthem’s prescription drug plan.  JoEllen Regal reminder that the township can adopt its own lodging tax with the County Auditor’s Office assistance.  Time Warner Cable networks due to expire; NHL Network and WUPW.  Kalida Trucking invitation to Appreciation Day on September 18th.  Donation from the Ottawa County Historical Society for for the Cedar Meadow Wildlife Preserve in the amount of $60.00.   Ohio Trails Meeting invitation. 

Becky Swisher, from the Hylant Group, presenting our policy book and insurance renewal.  Becky Swisher also presented the Trustees with an appreciation gift for twenty years of membership with The Ohio Plan. 

Gary Mortus would like to have a meeting with John Blakeman in regard to the prairie not being up to the Trustee’s expectations.  Meredith Beck stated Enviro Tech was also involved in the planting.  Meredith Beck will try to contact John Blakeman and Enviro Tech.  Meredith Beck stated the Park Board would like to have a Gator for the Cedar Preserve in the price range of $6000.00 and $10,000.00.  The Park Board will look into this and donations would be welcome.  William Rofkar is not in favor of the Gator. 

Reggie Langford gave a gypsy moth report from his survey.  He set 26 traps around the island and he caught 333 and also found emerald ash borer.  He gave an estimate on a spraying of $50,000.00.  The Trustees concern is that the surrounding townships do not spray.  

Gary Mortus stated our insurance company will take care of a police incident where a resident’s vehicle was damaged in a police chase. 

Jeff Nehls  presented Robert Schroeder with a quote on paint for striping the soccer field at Heigel Park for $359.04.  The parents will do the painting and the township will pay for the paint. 

William Rofkar stated he will be having a meeting with Kelly Frey and the construction people on Monday, September 15, at the courthouse at 10:00 a.m. in regard to the Sand Road Waterline Project discussing the condition of the Sand Road patches. 

William Rofkar stated it has been brought to his attention that the vacation caps that were put in place in 1998/1999 were not enforced.  The caps were not observed and there have been excessive accumulations.  William Rofkar made a motion to adopt a resolution to remove the vacation caps for all employees as was our policy prior to the 120 hour cap.  Also in regard to James Stewart, an employee whose vacation time was inaccurately calculated from 2004 to February 2008, I also move the earned 169.7 hours be added to his present total.  Gary Mortus seconded the motion.  Rhonda Botti Sowers from Danbury Township has helped Pat Cerny with this issue.  The cap issue will be revisited again in the future.  Gary Mortus does not think this will solve the problem if the auditor comes in and looks back far enough.  William Rofkar stated we are going on Rhonda Sower’s advice.  Gary Mortus, aye; William Rofkar, aye; Robert Schroeder, no.  John Coppeler stated, “use it or lose it” or limit the carry-over from year to year to a week. 

Gary Mortus made a motion to adjourn seconded by Robert Schroeder.  Motion carried unanimously.  8:38 p.m.
