CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
SEPTEMBER 23, 2008

The regular meeting of the Catawba Island Township Trustees was called to order by chairman William Rofkar in the conference room at 7:30 p.m. on September 23, 2008 and began with the Pledge of Allegiance.  Present were William Rofkar, Robert Schroeder, Matt Montowski, John Smothers, James Stouffer, Dave Drusbacky and Pat Cerny.  Robert Schroeder made a motion to approve the minutes of the last meeting as presented seconded by William Rofkar.  Motion carried unanimously.  Robert Schroeder made a motion to approve and pay the bills in the amount of $64,228.06 seconded by William Rofkar.  Robert Schroeder, aye; William Rofkar, aye.  William Rofkar stated $37,000.00 was for a truck chassis. 

Correspondence included Time Warner Cable, switched digital video notice.  Board of Elections reminder of election on Tuesday, November 4, 2008.  Ottawa County Engineer’s Office regarding Road Salt Availability and Usage.  One bid for salt was received from Morton Salt at $73.82 per ton delivered and dumped.  2007 Ohio Lawn and Turfgrass Survey asking us to participate.  Cintas, discount on catalog orders.  Todd Bickley, Ottawa Regional Planning, HB 562, a majority vote rather than a unanimous vote will be required of the township board of trustees to deny or modify township zoning commission recommendations, effective 9/22/08 and a flat fee of $20 will be required for the recording of zoning amendments regardless of length, and a $50 fee will be required for the recording of a zoning resolution.

Dr. Smothers stated he is here to discuss the Gator.  He stated the reed grass is spreading and the Gator would help with spraying and do a lot of other things like haul the trailer.  The cost would be around $7000.00 with the state discount.  William Rofkar stated he is not in favor of the cutting and chemicals being used in the preserve and the expense.  Robert Schroeder stated a full Board is needed for the decision. 

Robert Schroeder stated there is a device to put on a police car to track speed and records the traffic sequence.  He will obtain further information.

Plowing State Route 53 could be a possibility for this winter in exchange for salt.

William Rofkar stated there will be a meeting on October 7th  at 9:00 a.m. at the County Resource Center for Trustees sand maintenance superintendents in regard to salt prices and salt availability.  There will be other road treatments discussed.  William Rofkar also stated he met with Kelly Frey in regard to Sand Road and the County is satisfied with the patch job and the contractor met their requirements.  William Rofkar told them Catawba Island Township has not accepted this and Kelly Frey has offered to attend a meeting to discuss this.  The County Commissioners would have to be lobbied to pay for changes to Sand Road.  Portage Township Trustee Jack Stables thinks it is a good idea to have speed bumps on Sand Road.  The audience agrees with the township on the condition of the road. 

William Rofkar stated he has a proposal from the Kreimes Company for six sections of roads that need asphalt repair in the amount of $4545.00.  William Rofkar made a motion to approve this expenditure seconded by Robert Schroeder.  William Rofkar, aye; Robert Schroeder, aye. 

Pat Cerny gave the Trustees a resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.  William Rofkar moved the adoption of the Resolution in accordance with the provisions of law to adopt a Tax Budget for the next succeeding fiscal year commencing January 1st, 2009 seconded by Robert Schroeder.  William Rofkar, aye; Robert Schroeder, aye. 

Robert Schroeder made a motion to adjourn seconded by William Rofkar.  Motion carried unanimously.  8:10 p.m.
