Minutes: September 27th, 2005
 

       Catawba Island Township Trustees meeting was held September 27, 2005 in the conference room with William Rofkar and Robert Schroeder present: also Pat Cerny, James Stouffer, Tom Nicholson, Slate Kessler, Jeff Hickman, Donald Rhodes and Miriam Kaptain.

    Chairman William Rofkar called the meeting to order.  A motion was made by Robert Schroeder and seconded by William Rofkar to approve the minutes of the previous meeting as submitted and to be posted. Both voted aye.  Robert Schroeder made a motion to pay the bills in the amount of $45,877.93.  William Rofkar seconded; both voted aye.

Correspondence included letter from Solid Waste District regarding Recycling Program Update, Ohio Public Employees Deferred Compensation program including brochures of information about the program, Ottawa Regional Planning Commission including changes to the Land Use Plan and asking for a date for a public hearing, notice of public hearing of Board of Zoning Appeals on October 12, 2005 at 7:30 p.m. on the James Rofkar property, copy of letter from property owner of McCloy Avenue and Harbor Park Marina to Ottawa County Sanitary Engineer and his reply to the letter, Ottawa County Budget Commission approval of Board of Health Budget stating Township’s cost will be $39,008.60, Ohio Insurance Services Agency regarding Customer Service Survey and the Board of Elections regarding November 8th election.

        Jim Stouffer stated they are doing a lot of clean up work and within the next couple of weeks the proceedings of the golf course will be presented for approval. Asked if there is any news on location of school and was advised not to their knowledge.

     Zoning Inspector Pat Cerny asked about the Jim Rofkar Property?  Bill Rofkar stated did not know if the property has changed ownership yet but First Choice submitted a plan for approval of a subdivision which does not meet the Zoning requirements and are asking for variances on lot depth and lot width. Feels a subdivision plan that does not meet the Township subdivision requirements for Jim Rofkar’s property should not be accepted. Advised Pat to write a letter to them stating the Trustees do not  approve subdivisions that require variances.

     Robert Schroeder presented a request from the Police Department for a new computer which was approved.

     Clerk stated need a Resolution to transfer money from General to Cemetery Fund.

A motion was made by William Rofkar and seconded by Robert Schroeder to adopt a Resolution to transfer $5000.00 from the General Fund to the Cemetery Fund for wages. The vote:  William Rofkar-aye,  Robert Schroeder-aye.

      Don Rhodes asked about the status of the new school location and what the Board’s position is?  Bill Rofkar stated the School Board approached us if we would work with them if the levy passes but have made no commitment for location yet.  Don stated they are more interested in what will happen with the old school and understand there is money in the levy that will cover the demolition of the old school.  Bill stated the only commitment the Board has made is to work with them for location and asked what he would suggest for the use of the old school.  Don stated the school should not be destroyed as there should be some use for the building. There just are not many land marks left on Catawba Island and there should be some use for it in the future.

Mrs. Kaptain asked who owns the school and was advised it is owned by the Port Clinton School District.  Bill stated you should attend the School Board meetings and voice your concern as the Trustees have no control over the situation.  Jim Stouffer presented his plan for the old school but it depends on what the School Board will do with it.

       William Rofkar stated need dates for Land Use hearing and agreed November 2 and November 16 should be submitted to Walter Wehenkel for a public hearing.  Presented quote of $7645.00 from Norwalk Landscaping Materials for grinding leaves and brush which was approved.  Presented quote of $2100.00 from Tarco Manufacturing for parts for the leaf vac which was approved.  Have a complaint on vehicle on Union Drive but action was tabled.

      A motion was made by Robert Schroeder and seconded by William Rofkar to adjourn at 9:00 p.m.  Both voted aye.
