Minutes: October 9th, 2007
 

The regular business meeting of the Catawba Island Township Board of Trustees was called to order by chairman Gary Mortus at 7:30 p.m. on October 9, 2007 in the conference room.  Present:  Gary Mortus, Robert Schroeder, William Rofkar, Pat Cerny, James Stouffer, Jack DeVore, Dr. Smothers and Reggie Langford.  The meeting began with the Pledge of Allegiance. 

Robert Schroeder made a motion to approve the minutes of the last meeting  seconded by William Rofkar.  Robert Schroeder, aye; William Rofkar, aye; Gary Mortus, aye.  Robert Schroeder made a motion to approve and pay the bills in the amount of $45,716.95  seconded by William Rofkar.  Robert Schroeder, aye; William Rofkar, aye; Gary Mortus, aye. 

Communications include a invitation from Senator Randy Gardner inviting all elected officials in the 2nd Senate District to “A Tribute to Local Government”; Heidi Fought, in regard to Public Records Policy and Training

which is required; thank you from Asphalt Systems, Inc. ; Ohio EPA, Ottawa County water main corrosion mitigation; Ottawa County Engineer Rock Salt contract awarded to Morton Salt Company with the same prices as last year;

Save our Homes meeting changed to November 1, 2007; invitation from Ottawa SWCD for an “Officials Tour” at the Agricultural Center in Oak Harbor; Rocky Ridge Volunteer Fire Department Fire Chief, Raymond Brown requesting we consider donating the GMC Sutphen Pumper to their department.  A letter from Michael Schenk, CIC Club Manager thanking the CIVFD and Police Chief Bob Rogers for their professional handling of an accident his daughter was involved in; Northern Tool increasing our credit line to $11,000. 

John Smothers  gave a progress report on mowing at Cedar Meadow Preserve.  Helmut Wuersig has been very helpful to the Park Board.  William Rofkar questioned the removal of cedar trees.  This is only in the south meadow.  They are not cutting cedars in the middle meadow.  It is a cedar savannah.  They are leaving the  pin oak.  William Rofkar thinks it is a shame to cut down the cedars and to leave the field bare, but it was the Board’s plan.  The Park Board created a chain saw policy and voted to buy one.  Gary Mortus asked about the prairie grasses.  The Park Board will address it this winter.  William Rofkar is confused with the purchases of items for the Park Board. 

Reggie Langford questioned the pond fish management.  Gary Mortus is waiting to hear back from OSU and the ODNR. 

Jim  Crawford from the Library called William Rofkar and asked if the township would give the Library permission for a book drop on Cemetery Road in the Administration Building parking lot. It will be permitted.   William Rofkar checked into replacing the wood chips under the playground equipment inside the fenced-in area.  Recycled rubber material would be $15,000.  William Rofkar made a motion to purchase white sand  from Gill Construction for $3400 including labor and delivery.  Gary Mortus seconded.  James Stouffer stated

the sand will blow away over the winter and should be covered.  Gary Mortus stated to wait until spring  and replace the wood chips. William Rofkar stated the restroom building is having its final electrical inspection and received a price for concrete apron surrounding the exterior of the building as required by the County, from Masonry Construction for $1974.  William Rofkar made a motion in the amount of $1974 for the concrete seconded by Robert Schroeder.  William Rofkar, aye; Robert Schroeder, aye; Gary Mortus, aye. 

Robert Schroeder received a bid from Deemer Roofing for $12,000 for the chapel only, $700 more for 30-year shingles, annex $1700, flat roof $1800.  Estimated at $16,000.  More bids will be obtained.  Robert Schroeder also suggested a steel roof. 

William Rofkar made a motion the Board of Trustees not request a hearing with the Ohio Division of Liquor Control regarding Catawba Cleveland Development Corp. license transfer seconded by Robert Schroeder.  William Rofkar, aye; Robert Schroeder, aye; Gary Mortus, aye. 

Gary Mortus made a motion to adjourn into executive session to discuss a property transaction.  Robert Schroeder seconded.  Robert Schroeder, aye; William Rofkar, aye; Gary Mortus, aye.
