Minutes: October 26th, 2004
 

     Meeting of the Catawba Island Township Trustees was held on October 26, 2004 in the conference room with all present;  also Pat Cerny, Robert and Linda Snyder, William VanDerGeisen, Reggie Langford, James Stouffer and Ann Rumpf.

     Chairman Robert Schroeder opened the meeting with the Pledge of Allegiance.  A motion was made by William Rofkar and seconded by Gary Mortus to approve the minutes of the previous Zoning and business meeting as submitted and to be posted.  All voted aye.  A motion was made by Gary Mortus and seconded by William Rofkar to pay the bills in the amount of $46,515.84.  All voted aye.

Correspondence included letter from Ohio Department of Agriculture regarding the Gypsy Moth Program, Ann Tumpf including copy of letter from Ohio Department of Natural Resources regarding fence constructed at Gem Beach Marina, Ottawa County Engineer quoting salt bids that were opened  Sept. 21, Board of Elections regarding general election polling locations, Adelphia stating Spanish language changes and one announcing the launch on November 29th of  the Fuel Channel on Channel 177, Ohio Public Employees Deferred Compensation stating annual deferral limits and another regarding work shops, Kenneth Blackwell, Secretary of State, including report on 2004 Issues for November General Election, Ohio Edison Company updating status of the Efficiency Safety Incentive Program for street lighting, Grace Fulton Chase regarding the Cemetery, check for $127,826.80 Inheritance Tax and check for $21,950.69 second half Personal Property Tax.

      Bill VanDerGeisen  stated  take this opportunity to reaquaint you with what is going on at Catawba Bay and the changes being made. Have sold between fifty and fifty-five single family lots and thirty single family homes. Public has shown us that there is not a desire or strong demand for town houses so this area has been split to single family and condominiums so this has changed the original Planned Unit Development and will give it more green space.

      Bob Snyder presented drawings of the changes and one thing is the Commercial has been eliminated and rearranged the condominiums.. Explained the final layout of the condominium area and other changes in the PUD. Presented plan and explained the lay out of water and sewer and fire hydrants. Developer from Columbus has purchased thirty lots and will build the homes on these lots.  If all the changes are acceptable the original book will be redone showing all the changes.

Board and Zoning Inspector will reviews the plans and act on it at the next meeting.

       Bob Snyder stated there is a problem in Marsh’s Edge where the nature trail runs out to Muggy Road and there is a small portion of land that belongs to Mr. Wiza. Had shots from a gun over the heads of people using the nature trail. Hunt in the marsh and shoot toward the homes and has contacted the local police and the game warden.

       Bob Schroeder stated the Township would have no control on shooting.  Bill Rofkar stated he feels it would be a harassment problem and that would be a civil case.

     Reggie Langford stated according to the letter from the Department of Agriculture we got their attention regarding spraying for gypsy moth.  Have been in contact with several persons that are willing to bid on spraying for the gypsy moth. Presented plan that has been condensed showing where the gypsy moths are located and will be submitting this plan to the Department of Agriculture to come up with a digitized aerial map with a break down of total acreage. Bid should be in here by November 23rd to be opened and this will be sent to individual sprayers.  Should not be advertised for security reasons and is working with Bob Rogers on chain of command.

       Gary Mortus talked to Mark Mulligan and was advised do not have to advertise if it is an accepted bid under the State coop purchasing plan.  Since it would not be part of the State purchasing plan we would have to advertise for bids.  We can go back to Mark with that letter and mention to him about home land security and see if there is any way we can by pass the public advertising..

        Pat Cerny received letter from  Catawba Bay regarding water line on Wiza property and Bob Snyder explained how he bored the water line to his house. Pat stated Bob Rogers checked his building and there isn’t any agricultural equipment in it.  Gary stated should file a complaint and take it to Court.  Pat received letter from Robert Cachat requesting a refund of his check for $148.64 since his Zoning Certificated was revoked.

     A motion was made by Gary Mortus and seconded by William Rofkar  to refund the $148.64 to Mr. Cachat for the Zoning permit.  All voted aye.

     William Rofkar stated he had a bid from D.R. Ebel Police & Fire Equipment for $1855.07 to upgrade suppression system in the Fire Station and was trying to get another bid. Another company came out and looked at it but never received a bid from them.

     A motion was made by William Rofkar and seconded by Gary Mortus to award contract to D.R. Ebel Police & Fire Equipment for $1855.07 for labor and material to upgrade the suppression system at the Fire Station.  The vote: Robert Schroeder-aye, William Rofkar-aye, Gary Mortus-aye. 

     William Rofkar made motion to accept the application of Walt McKenna to rejoin the Fire Department

And get the proper training.. Gary Mortus seconded the motion and all voted aye.

      Robert Schroeder stated had another problem with the Community Hall Front Room not being cleaned and feels should refund the $25.00 to Louise Matta being her son cleaned  it which was agreed by the Board.   Feels from now on the front room should not be rented to non-residents of Catawba Island or get a deposit  from them.  Gary stated to try not renting  it to non-residents and if it doesn’t work then request a deposit for the front room.  Bob thinks should set the date for fall clean-up being had problem with other Townships having same dates  and if it happens again can go back to B.F.I.. Had tires on rims dropped off at night and had to take them to Mike’s to have him take the tires off rims so will probably get a bill.  Was upset with the comments in the newspaper on Issue 9

        Bob Snyder stated the basis is if they left the Zoning stay in place and Board approved the PUD they would have to take it to Court and hire an Attorney  if they didn’t like it.  This way with a referendum it doesn’t cost any thing.

        Bob Schroeder stated talking to one of the committee that is against Wal-Mart Super Center and told them the best thing they could do is get Portage Township to start a Police and/or Fire Department.

       Bob Snyder stated someone from the Township should be involved with these meeting with the Ohio Department of Transportation on Route 53.  Turn around will never work.

       Bob Schroeder will take the $1.00 check to Archie Stinson and have the easement signed.  Board approved  John Balch’s request for a mausoleum in the Cemetery after he purchases lots.

        A motion was made by Gary Mortus and seconded by William Rofkar to adjourn. All voted aye.
