Minutes: November 11th, 2003
 

     Catawba Island Township Trustees held their regular meeting on November 11, 2003 in the conference room with Gary Mortus and William Rofkar present;  also Jack Madison, Mike Schenk, Chuck & Dorothy Pogan, Bob & Jean Braden, Barry & Holly Larcey, Brian Snyder and Mandi Coliure. Robert Schroeder and Pat Cerny were on a house fire call.

     Chairman Gary Mortus opened the meeting with the Pledge of Allegiance.  William Rofkar made a motion to approve the minutes of the last meeting as submitted and to be posted.  Gary Mortus seconded the motion and both voted aye.  A motion was made by William Rofkar and seconded by Gary Mortus to pay bills in the amount of $32,065.56.  Both voted aye.

Correspondence included letter from Bill Balmat, Director Risk Management Services, regarding response to recommendations intended to assist in loss prevention efforts, Ohio Insurance Services Agency regarding no increase in renewal of life insurance policy, Salvation Army invitation to kickoff celebration at the Island House, November 13 at 4:30 p.m., Ottawa Regional Planning Commission regarding All-Natural Hazard Mitigation Plan, Ohio Department of Taxation regarding decline in Personal Property Taxable Values, County Auditor explaining reduction in rollbacks, Hylant Administrative Services regarding Public Official Bonds and  Auditor of State Bulletin regarding expenditure of public funds.

      Jack Madison stated just came to observe and interested if a date has been set for a meeting regarding noise.  December would be best time for them.

      Chuck Pogan from The Vineyards stated he is here to support the Larceys on noise problem.  Barry Larcey  stated a date for a public meeting is to be set tonight and  he would like to add a few things as we were not organized at the last meeting  and did get a copy of the noise control regulations from the Ohio Revised Code.

     Gary stated in talking to Danbury Township that is the piece of the Revised Code they used to pass a Resolution concerning the problems they were having  in their Township but they did not have a public hearing to get any input.  As stated in the Revised Code a Resolution can be passed but an Ordinance is not permitted.  The one recourse we have is the owner has to be a holder of a D permit.

       Barry stated  a lot of people called so it is not just us complaining of the noise.  Wrote a brief survey about noise and handed it out to neighbors and presented one to the Board.  Read a letter from a resident living at the corner of Norma and Delwood Drives regarding music from the CIC and another from a resident on Bliss Drive.

       Mr. Pogan stated Mon Ami music is heard Friday and Saturday nights, Sunday afternoon and night and it is not just in the summer time.  The disturbing part is they do not seem to want to do anything about it.  We have called them and written letters but we get no response.

      Jack Madison read a letter from Jim Stouffer regarding the October 28th meeting about the music and the concerns of neighbors and are willing to work with them.

       Mr. Pogan stated  he talked to Representative Chris Redfern and he would like to be involved.  Gary asked if December 8th would be OK  and that date was confirmed and meeting will be at 7:00 p.m.. Notice of the meeting will be in the News Herald and Sandusky Register and notice will be sent to  Catawba Inn, Mon Ami, Gem Beach, CIC, and The Point.  Sure it will be an ongoing process.  Holly Larcey asked if they need to continue asking people to come and was advised  being it will be advertised in the papers, people should know about it.  Gary stated the Board appreciates the input and will see what can be done.

       Brian Snyder asked about road cut on Muggy Road and was advised the contractor does not have it done yet.

      Clerk stated  we received Amended Certificate of Resources for the $5000.00 transferred from General Fund to Cemetery Fund but needs a resolution to appropriate that amount.  A motion was made by William Rofkar and seconded by Gary Mortus to appropriate the $5000.00 in the Cemetery Fund to Wages account.

The Vote:  Gary Mortus-aye  and William Rofkar-aye.

      William Rofkar asked about the  ambulance that was replaced  and agreed to advertise in the “Ohio Township News” and the local papers for sealed bids.  Bill will write the article.

      Community Hall will be open for walking starting November 17, 2003 from 7:00 am to 3:30 pm.  Gary Mortus stated should cancel the contract with Ray’s Electronics and Bill agreed.  Will talk to Pat Cerny about  Zoning problem of property on Eagle Drive.

       William Rofkar made a motion to adjourn to executive session to discuss real estate.  Gary Mortus seconded the motion and both voted aye.  A motion was made by William Rofkar and seconded by Gary Mortus to reconvene to regular session.  Both voted aye.
