Minutes: December 13th, 2005
 

    Business meeting of the Catawba Island Township Trustees was  December 13, 2005 in the conference room with all present; also Pat Cerny, James Stouffer, Jack DeVore, Steve May, John Kronberg, Bucky Kopf, Ryan Kopf, Doug Baldi and Ted Greene.

    Chairman William Rofkar opened the meeting with the Pledge of Allegiance.  A motion was made by Gary Mortus and seconded by Robert Schroeder to approve the minutes of the last meeting in November as submitted.  All voted aye.  A motion was made by Robert Schroeder and seconded by Gary Mortus to pay the bills in the amount of $38,853.87.  All voted aye.

Correspondence included letter from Hylant Group including bonds for William Rofkar and Robert Schroeder. Ohio Public Safety regarding license revenue distribution,  Ohio Public Works memorandum to notify that a disbursement of grant money of $770032.60 was issued to Hartung Title Agency, Adelphia regarding renewal of franchise, Anthem Blue Cross & Blue Shield including monthly premium comparison for each employee with rate increase and Mark Mulligan request for funds for Drug Task Force.

      Bill Rofkar asked John Kronberg to come to the meeting to discuss the sign issue at Mon Ami.  John Kronberg stated the sign for the Glass Works was replaced but original sign was granted by a previous Board with the understanding that maintenance of the media would be done by the previous owners.  Bob Schroeder stated it should be pulled out of there altogether.  Gary Mortus questioned whether the sign should be taken down. John stated the sign was taken down but was under the impression it could be put up again as it is in the minutes of a previous Board that the sign could be put there.  Bill stated it has been more than twenty years that was granted by the previous Board and feels the sign does not interfere with any thing.  Gary stated it doesn’t cause any problems but am stiil on the fence and am not ready to make a decision but will call him.

     Jim Stouffer presented drawing for Harbor’s Edge to be completed and shows what we intend to do, where we are going, etc..  We are attempting to look at the residential area around the golf course which would conform to the market.  Submitted plan with revisions to the original PUD by lowering the density and number of condominiums from 60 to 49 units.  Introduced Bucky Kopf from Avon Lake who explained and showed plan of revisions to Phase I and also the three unit suites. Jim stated had meeting with the Harbor Edge Association and explained the revisions.

     Steve May stated they are working on under pass and now it will be north of the pro shop instead of by Speaker’s pond.

     Pat Cerny stated she talked to the map publications company and will meet with them in February.  Received notice from Municipal Court about the rental house in Colony Club that the case  is being expunged and all records must be sealed and are not public record..

     Robert Schroeder stated the Fire Department would like to purchase a hose truck as stated on Dan’s report.  Gary stated can not see why the Township should bury equip-

ment to use for mutual aid.  Think Dan should come to a meeting to explain why they want it.  Bill stated some times they need to tap into two hydrants to have enough water and agreed it should be explained and will talk to Dan.  Bob asked who cleared the snow off the pond and Clerk advised she saw a gentlemen sweeping it off and thought it would be used for ice skating but then he left.  Gary stated should contact Hylant about liability skating on the pond if a sign is posted.

     Gary Mortus presented proposal from Windau Plumbing & Heating for $6120.00 to redo the heating system in the Administration Building.

     A motion was made by Gary Mortus and seconded by Robert Schroeder to award contract  to Windau Plumbing & Heating for $6120.00 to improve heating system in the Administration Building.  All voted aye.

      Gary asked about the next meeting on December 27th  and the reorganization meeting. Following discussion the Board agreed to have the regular meeting on the 27th and also the reorganization meeting. Additional checks will be signed on December 30th.

     Clerk received call from Amy Drummer if Christmas tree pick-up would be the same as last year – January 1 thru 15.  Asked about the old computer and printer that belongs to the Township that Pat would like the monitor and I would like the printer. Gary stated it would have to be put out for bid or public auction. Will check with State Examiner if we can buy it.

      William Rofkar stated the 1999 police car is sold again. A motion was made by William Rofkar and seconded by Gary Mortus to sell the 1999 Ford police car as advertised on govdeals.com to Scott Kiss from Walbridge, OH for $1600.00.  All voted aye.  Bill questioned the purchase of the Vollmer property that it had not been in the minutes  that it was formally voted on.

     Gary Mortus made a motion to approve the purchase of the Vollmer property with the $770,032. grant from Clean Ohio and $546,292.09 from General Fund including $10,800.00 penalty. The vote: William Rofkar-no, Gary Mortus-aye, Robert Schroeder-aye.

     Robert Schroeder and Gary Mortus volunteered to serve another one year term commencing on January 1, 2006 on the Volunteer Fire Fighters’ Dependents Fund.

    A motion was made by Gary Mortus and seconded by Robert Schroeder to adjourn at 8:40 p.m..  All voted aye.
