Minutes: December 23rd, 2003
 

     Last regular meeting of the Catawba Island Township Trustees was held December 23, 2003 in the conference room with all present;  also Pat Cerny and James Stouffer.

     Chairman Gary Mortus called the meeting to order.  A motion was made by Robert Schroeder and seconded by William Rofkar to approve the minutes of the previous meeting on December 9,  special meeting on December 8 and Zoning meeting on December 15 as submitted and to be posted.

Minutes of the special meeting were corrected to read “people from the Vineyards were present just as residents and not representatives”.  All voted aye on corrected minutes.   A motion was made by William Rofkar and seconded by Robert Schroeder to pay bills in the amount of $117,147.27. All voted aye.

Correspondence included letter from Humane Society of Ottawa County requesting financial assistance, two letters from Ohio Public Safety regarding Homeland Security Symposium and 2004 commercial vehicle registrations, Adelphia regarding improved access for customer service, Hylant Group stating endorsements to Township Commercial Package Policy and refund of $195.00, check for $3000.00 from Ottawa County Engineer for County-Township Cooperative Road Program in 2003 and letter from Rachel Faris of WSOS Community Action Commission regarding  their proposals in the Commissioners White Paper process.

     Jim Stouffer stated  they need to discuss some details in their Planned Unit Development and would like to submit a summary of the changes at the January 27, 2004 meeting and this was acceptable.

      Pat Cerny read letter from Port Clinton Power Squadron requesting waiver of fee for the use of the Community Hall on June 11 and 12  which was approved.  Reported David Hopkins, 5855 Lakeview in Gem Beach variance was turned down and wanted to know if he made changes and applied again if the fee would be waived and Board agreed would not waive the fee. Checked the house on Appell Drive and there is no one living  there. Called the Bank and Clerk of Courts who suggested the Township remove the trash and charge it to their taxes.

       Gary stated without going thru some hoops doesn’t think they can just clean up private property and charge them especially if the Bank is taking it over.

      Robert Schroeder stated in regard to the Humane Society the County has money and does not think we can contribute to a private concern. Should ask at the County Township meeting for opinion.  Asked if we support the Port Clinton Senior Center?

     Gary stated she really was not asking for money but to support their requests in the Commissioner’s White Paper project.

      William Rofkar made a motion to hire Todd Parkison as a probationary full-time police officer at $15.00 per hour effective January 1, 2004. Robert Schroeder seconded the motion and the vote:

 Gary Mortus-aye, William Rofkar-aye, Robert Schroeder-aye.

      Robert Schroeder was elected President of the Ottawa Regional Planning Commission for fiscal year 2004.

       Gary Mortus stated he met with the Corp of Engineers at the Rock Ledge project and some of the rocks have sunk.  The representative took pictures and will make a recommendation as to what has to be done.

Reorganization meeting is Tuesday, December 30 at 9:00 a.m..

      A motion was made by Robert Schroeder and seconded by William Rofkar to adjourn. All voted aye.
