Catawba Island Township Board of Township Trustees

Meeting Minutes

June 14, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, June 14, 2011 at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw,
John Gangway, Dan Barlow, M J Siewert, Reggie Langford, Jack DeVore, Rich Zoyhofski, and Robert Martin.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the May 24 meeting of the Board of Township Trustees.
Gary Mortus made a motion to approve the May 24 meeting minutes as received.
William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $119,683.07. Gary Mortus seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from Ottawa Regional Planning Commission Director Todd Bickley regarding their statement of annual assessment in support of the Ottawa Regional Planning Commission for the period July 1, 2011 to June 30, 2012. The total fee due of $1,799.50 is based on a 2010 population of 3,599 persons at a rate of $0.50 per person.

William Rofkar made a motion to pay $1,799.50 as requested by the Ottawa Regional Planning Commission. Gary Mortus seconded the motion. All voted aye. Motion carried.

An email from Shelly Stively, Catawba Island Township receptionist, stating she received a phone call from Bill Horvath of 5563 N. Fairway Drive who stated that he received the letter from the township regarding the tall grass and noxious weeds on his property. Bill Horvath also stated that he is coming up next weekend and will clean everything up at that time. He stated that he had a neighbor that he was paying to mow his property and take care of it and he did not know that this was not being done.

A letter from Mark Mulligan, Ottawa County Prosecuting Attorney, regarding two Attorney General Opinions and a one-page summary of the two opinions being distributed to all Ottawa County Townships. Mark Mulligan stated in the letter he thought they might be helpful in setting up meeting rules for public participation.

A letter from David Brunkhorst, Ottawa County Engineer, regarding Round 26 of the SCIP and LTIP funding provided by the Ohio Public Works Commission. In the letter David Brunkhorst offered their assistance in preparing applications on behalf of the township.


Presentation

Representing Ottawa County United Way, M J Siewert spoke regarding the upcoming Gem Beach Rocks event which she is chairing again this year. She said the date for this year’s event is Saturday, August 27. M J Siewart said this year instead of using larger buses they will have 20 passenger vans to transport people more easily and safer. She asked for the Trustee’s blessing for the planned date. William Rofkar said they did not have any concerns with the date as long as it was coordinated with the police chief and fire chief.

Fire and Safety

Fire Chief John Gangway said they received a letter from FEMA stating their fireboat grant has been rejected.

Maintenance

Maintenance Supervisor Dan Barlow said they repaired a hole, created by skunks, in the Chapel foundation. He said there was also a leak in the roof that has been sealed and caulked.

Dan Barlow said Sand Road is complete except for the terminations where the asphalt meets the concrete driveways. He said the pavers are going to come back and make terminating strips at all the joints where the asphalt meets the concrete.

Dan Barlow said the dump truck is back and repaired. He also said they needed to purchase a new sweeper for the cemetery.

Dan Barlow said there are two dead Ash trees in the cemetery, three by the pond, and one at the Community Hall. He said he has a verbal quote of $2,000 from Mullens to have them removed, including grinding of the stumps for all except for the one at the Community Hall.

Dan Barlow said they have made several small patches in the roads. Dan Barlow also said one of the air conditioning units for the Administration Building has been replaced.

Fiscal

Gary Mortus made a motion to accept as reviewed the May financial statements and bank reconciliation presented by Fiscal Officer Karen Shaw. William Rofkar seconded the motion. All voted aye. Motion carried.

Other Business

Gary Mortus made a motion to adjourn to Executive Session to discuss compensation of an employee. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn from Executive Session. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. Meeting adjourned at 8:15 p.m.
