Catawba Island Township Board of Township Trustees

Meeting Minutes

August 23, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, August 23, 2011 at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw,
John Gangway, Dan Barlow, Rich Zoyhofski, Reggie Langford, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the August 9 Special Meeting of the Board of Township Trustees. William Rofkar made a motion to approve the August 9 Special Meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $23,059.49. Gary Mortus seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township and read:

A letter from Ottawa County Engineer David Brunkhorst regarding the re-banding of radios used by the Ottawa County Engineer’s Office and the Ottawa County Highway Department.

Dan Barlow and John Gangway said township maintenance and police radios are being re-banded as necessary.

A letter from MaryLue Carroll, TOPS (Take Off Pounds Sensibly) Recording Secretary, requesting use of the Community Hall for their regular meetings. The Trustees agreed TOPS could hold meetings at the Community Hall and waived the rental fee.

A packet of information from Ottawa County Prosecuting Attorney Mark Mulligan regarding the case brought by the State of Ohio against a former township employee.

A check from State Farm Insurance to reimburse the township for expenses incurred when a resident’s vehicle came into contact with township mailboxes resulting in property damage.

Notification from Firelands Corporate Health of a township employee’s participation in the random drug testing program.


Notification from Amplex Internet that they have acquired Coastal Wave.

An email from Terry Thompson of Republic Services regarding the recycling program. He said they hope to finalize the recycling program flyer soon and get one to every home in Catawba Island Township.


Fire and Safety

Fire Chief John Gangway said he would like to send Louis Wargo to a Continuation of the Emergency Vehicle Technician class at the Ohio State Fire Marshall’s Office in late September at a cost of $175 plus mileage. John Gangway said he would also like to send Dale Gorka to an EMS Pre-Hospital Life Support class at EHOVE at a cost of $200 plus mileage. The Trustees agreed to the additional training.

John Gangway said John Carroll just finished some detailed specifications regarding the cabinet and countertop improvements at the Fire Station. He said the township maintenance staff has agreed to help with some of the demolition work but he would like to get quotes for the finish installation of cabinets and countertops.

William Rofkar said the threshold for projects being affected by prevailing wage has recently increased to $50,000. He said considerations could be made for additional items such as paint and floor covering if the fire department was interested.

John Gangway said he will reevaluate the scope of the project and discuss it at a future meeting.


Police

Lieutenant John Gangway said at the last Marblehead Village Council meeting they approved an offer of $800 for the 2004 police cruiser. He said he has not heard back from the State Parks regarding the cruiser.

Gary Mortus made a motion to sell the 2004 police cruiser to the Village of Marblehead for $800. William Rofkar seconded the motion. All voted aye. Motion carried.


Maintenance

Dan Barlow presented a bid from The Kreimes Co. in the amount of $6,722 and a bid from M & B Asphalt Co. in the amount of $7,646 for road repairs and patch of asphalt at various township locations.

William Rofkar made a motion to approve road repairs by The Kreimes Company in the amount of $6,722. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow presented an estimate of $1,560 from Mullens Tree and Landscaping for the removal of three dead Ash trees and stumps on Schoolhouse Road.


Gary Mortus made a motion to contract with Mullens Tree and Landscaping to remove three Ash trees and stumps on Schoolhouse Road for $1,560. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said he is in the process of getting prices for having the pavilion at Heigel Park painted. He said it has a lot of rust showing where the joints come together.

William Rofkar asked Dan Barlow to check with the manufacturer and see if it is covered under warranty.

Dan Barlow said the maintenance crew is in the process of repairing the drainage along Cemetery Road and adding some catch basins.


Fiscal

Fiscal Officer Karen Shaw presented a spread sheet of gas and diesel fuel usage and costs over the last two years and talked about the increase in fuel costs from last year.

Gary Mortus asked Dan Barlow to look into alternate fuel suppliers to see if we are getting the best price available.


Other Business

Gary Mortus said he and Dan Barlow will be attending a preconstruction meeting with the Ottawa County Engineers and road striping contractor on September 7.

Gary Mortus said he would like a letter to go out to those organizations that regularly use the Community Hall about maintaining the hall and leaving it the way they found it or they could lose their rental privileges.

Gary Mortus said Dan Barlow has been in contact with Perkins Township in Erie County about our leaf vac. They would like to see a demonstration of our unit because they are interested in purchasing one for their township.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. Meeting adjourned at 8:15 p.m.
