Meeting Minutes

November 22, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, November 22, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw, Dan Barlow,
John Gangway, Bob Rogers, Jack DeVore, Randy Riedmaier, Robert Rodriguez, Ron Lajti, Reggie Langford, Merideth Beck, and John Smothers.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the November 8 Public Hearing. Gary Mortus made a motion to approve the November 8 Public Hearing minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

The minutes were read from the November 8 meeting of the Board of Township Trustees.
A motion to approve the meeting minutes was deferred until the next meeting.

The minutes were read from the November 14 Special Meeting. William Rofkar made a motion to approve the November 14 Special Meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $41,148.23. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Ohio Public Entity Consortium concerning the Wellness Program rates for 2012.

A memo from The Ottawa Sandusky Seneca County Joint Solid Waste Management District regarding Christmas tree recycling. The township will collect Christmas trees roadside through the month of January.

A letter from Jordan Davenport requesting use of the front room of the Community Hall on Sunday, December 4, for a family celebration of life event.

The Trustees agreed to allow Jordan Davenport use of the Community Hall.

A letter from township administrative assistant Shelly Stively requesting a week of vacation.

The Trustees approved Shelly Stively’s vacation request.

A letter from Ramaker and Associates regarding the latest update to the CIMS Cemetery Management Software. Upgrade software was also enclosed.


Notification from ABCO Fire Protection, Inc regarding termination of inspection and service of the portable fire extinguishers because the township has chosen another company.

An email from Melody Riggs of HR Butler introducing and offering their services.

A quote from Jake Bell of MT Business Technologies for a new copier.

Information from Matt Capodice of North Coast Copiers introducing and offering their services.

Fire and Safety

Fire Chief John Gangway said he would like to use the lobby of the township administrative building as a drop off sight for food donations being collected by the fire department for the local food pantry.

The Trustees agreed to the use of the lobby as a drop off sight.

John Gangway said Marine Max has removed a few of the items from the fire lane surrounding their building.

Maintenance

Maintenance Supervisor Dan Barlow said they are getting the trucks ready for winter.

Dan Barlow said The Kreimes Company is going to patch the road on West Catawba where the broken waterline was repaired. He said they will also patch the road in the cemetery near the east entrance.

Dan Barlow said he spoke with ODOT about sealing all the termination points where township roads meet Route 53. He said ODOT said they will be back soon to take care of those areas and repair the manholes.

Dan Barlow said he would like to place an order for beet juice for the winter. He said he would like to get one tote of the regular product and one tote with salt brine to see how it works. The Trustees agreed to the purchase.

Matt Montowski asked Dan Barlow to look into repairing the cracked sleeve over the post near the library book drop off.

Matt Montowski asked if the bike path on Route 53 is narrower since the road has been resurfaced.

Police Chief Bob Rogers said he would check the dimensions of the road and bike path.

Matt Montowski asked Dan Barlow to put Christmas lights on the Administrative Building if they had time.

Police

Bob Rogers said he received a part time officer application from Nathan Edmonds.

Gary Mortus said he would rather use the current part time officer now and wait until spring to hire another part time officer.

William Rofkar said he would like to see a part time officer hired now, as requested by the police chief, to replace the one who recently resigned.

Other Business

Ron Lajti from the Ottawa County Engineer’s Office spoke regarding resurfacing Appell, Roger, Delwood, Karwood, and Linda Drives. He said the total estimate is $248,800.

Ron Lajti also spoke about repairing the township parking lot around the maintenance building. He said the grading was not done properly when the parking lot was installed. Ron Lajti said in some areas there are ten inches of stone and in other areas there are two inches of stone. He said there is really no good fix for the problem. Ron Lajti recommended excavating the existing parking lot, regrading the area, and replacing the pavement. He gave an estimate of $228,000 to complete the project.

Ron Lajti said to add a 50 by 30 concrete pad for the recycling containers would increase the project cost to $236,000.

Ron Lajti said a third option would be to not excavate all the way over to the west side of the fire station because that area is still in good condition. He said it would likely need to be resurfaced in five to seven years. Ron Lajti said this option would reduce the cost by about $60,000.

Ron Lajti said to go with the third option and add a concrete pad for the recycling containers would cost approximately $175,000. He said the estimate for both projects combined would be around $420,000.

The Trustees agreed the parking lot project should be completed by June or not until after August of 2012.

William Rofkar made a motion to participate in the advertising of bid for grinding and resurfacing Appell, Roger, Delwood, Karwood, and Linda Drives contract coordinated through the Ottawa County Engineer’s Office. Gary Mortus seconded the motion. All voted aye. The motion was carried.

William Rofkar made a motion to participate in the advertising of bid for the maintenance and fire department parking lot excavating, regrading, and resurfacing project contract coordinated through the Ottawa County Engineer’s Office. Gary Mortus seconded the motion. All voted aye. The motion was carried.

The Trustees expressed their appreciation to Ron Lajti for all of his help with the Muggy Road resurfacing project.


Park Board members John Smothers and Merideth Beck asked the Trustees what the preferred procedure is for making necessary purchases.

The Trustees agreed the Park Board should consult the Trustee over Parks which is currently Gary Mortus.

Merideth Beck clarified a Park Board expenditure.

William Rofkar made a motion to appoint Reggie Langford to the Park Board. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve the Residential ADA Reasonable Accommodation request from Dale Norris of Cliff Road as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

The Trustees asked Fiscal Officer Karen Shaw to obtain a credit card for the township through Huntington Bank with a $10,000 limit and requested she be the authorized user for the township.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 9:00 p.m.
