Catawba Island Township Board of Township Trustees

Meeting Minutes

December 27, 2011

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, December 27, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw, Dan Barlow,
John Gangway, Bob Rogers, Ron Bauman, Jack DeVore, Reggie Langford, Randy Riedmaier, and Ernest Wylie.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

The minutes were read from the December 13 meeting of the Board of Township Trustees. Gary Mortus made a motion to approve the December 13 meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $46,122.47. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Ohio Insurance Services Agency, Inc. regarding the 2012 Health Insurance Renewal.

A letter from the Ottawa County Engineer’s Office regarding contracting with townships for roadside mowing of county roads.

Gary Mortus made a motion to enter into a contract with the Ottawa County Engineer’s Office for roadside mowing for the calendar year 2012 at a reimbursement rate as outlined by the Engineer’s Office. William Rofkar seconded the motion. All voted aye. Motion carried.

A letter of request from Denice and Ted Day for use of the Community Hall on Wednesday, December 28, 2011.

The Trustees agreed to allow Denice and Ted Day use of the Community Hall as requested.

Fire and Safety

Fire Chief John Gangway asked the Trustees if they were in favor of the Catawba Island Volunteer Fire and EMS Departments participating in the Ottawa County Mutual Aid Agreement.

William Rofkar made a motion to enter into an Agreement for Mutual Aid with Ottawa County Fire and EMS Departments. Gary Mortus seconded the motion. All voted aye. Motion carried.


Fiscal

Fiscal Officer Karen Shaw said she received a recorded Quit Claim Deed from the Ottawa County Commissioners for the township’s 16 acre nature trail purchased in 2003 and located at West Catawba Road. She said she recently discovered ownership had never been transferred from the county to the township and contacted the commissioners prompting the action.

Karen Shaw said the township received a donation from Andy and Marlene Benko in appreciation of the good work the township maintenance personnel does at the cemetery.

Karen Shaw said she received estate tax estimates from Ottawa County Treasurer Robert Hille for the February settlement.

Zoning

Matt Montowski read a year end zoning report from Zoning Inspector Walter Wehenkel which included 73 permits issued in 2011 and a total of 88 inspections being completed. He said 14 variance cases went before the Board of Zoning Appeals in 2011 with eight being approved and six denied. Matt Montowski said a total of three rezoning requests and text amendments went before the Zoning Commission in 2011. There was a total of $8,855.65 collected in zoning fees for 2011.

Reorganization

Chairman Matt Montowski turned the meeting over to Fiscal Officer Karen Shaw for the purpose of electing the Chairman for 2012.

Karen Shaw asked for nominations for Chairman. Gary Mortus nominated William Rofkar for Chairman for the next calendar year. Matt Montowski seconded the nomination. There being no further nominations William Rofkar voted aye, Gary Mortus, voted aye, and Matt Montowski voted aye.

Karen Shaw declared William Rofkar the new Chairman and turned the meeting over to him.

Chairman William Rofkar asked for nominations for Vice Chairman. Matt Montowski nominated Gary Mortus for Vice Chairman, William Rofkar seconded the nomination. There being no further nominations Gary Mortus voted aye, William Rofkar voted aye, and Matt Montowski voted aye. William Rofkar declared Gary Mortus the new Vice Chairman.

The Trustees agreed the Township meeting dates and times will remain the same at 7:30 p.m. the second and fourth Tuesdays of each month.

The Trustees agreed to keep oversight of the following departments the same: Matt Montowski, Zoning; William Rofkar, Police and Fire; Gary Mortus, Cemetery and Roads.

The Trustees agreed Matt Montowski will remain on the Regional Planning Board and Gary Mortus will continue as the alternate. William Rofkar will remain on the Ottawa County 911 Advisory Board and the Port Clinton City School Business Advisory Board. William Rofkar will also attend the Ottawa County Health Department annual meeting.


The Trustees agreed William Rofkar and Gary Mortus will remain The Legislative Authority for the Volunteer Fire Fighters’ Dependants Fund Board.

Matt Montowski made a motion to appoint Jack Ziegler as alternate for a one year term on the Board of Zoning Appeals for 2012. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appointment Sandy Erwin to a five year term on the Board of Zoning Appeals beginning in 2012. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Larry Cline and Keith Fisher alternates for a one year term on the Zoning Commission for 2012. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Paul Shaw to a five year term on the Zoning Commission beginning in 2012. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to continue paying members of our Zoning Boards a mileage and meeting allowance of $50 per meeting. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to appoint Meridith Beck, John Smothers, and John Coppeler to the Park Board for another term as stated in the Ohio Revised Code. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adopt the current IRS standard mileage rate of 55.5 cents per mile. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to continue with our current health care insurance plan with Ohio Insurance Service Agency providing coverage for all eligible employees and elected officials. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Trustees agreed to keep the current cemetery fee schedule, zoning fees, and community hall rental fees the same.

Gary Mortus made a motion to increase Shelly Stively’s hourly wage by one dollar and continue as a part time employee not to exceed thirty hours per week. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to increase all full time and part time employee wages by 3% effective January 2, 2012. Gary Mortus seconded the motion. All voted aye. Motion carried.

The Trustees agreed the casual labor wage for part time snow plow personnel, and other casual labor as needed, will remain the same.



The Trustees agreed to keep the police clothing allowance for the township police department the same for 2012.

Gary Mortus made a motion to keep the Fire Fighter and EMS gas allowance and stipend the same for 2012. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to reimburse the Parks Board members for their CE credits, mileage, and pesticide license renewal fees. Gary Mortus seconded the motion. William Rofkar said he does not believe our Parks Board members should apply herbicide in our parks and wetland areas as he considers it an unnecessary risk. Vote on motion: Matt Montowski, aye; Gary Mortus, aye; William Rofkar, opposed. Motion carried.

Gary Mortus made a motion to approve temporary appropriations for the purpose of making the first payroll of 2012 as follows:

Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve Ohio Edison as our provider of electrical energy for 2012. William Rofkar seconded the motion. Vote on motion: Matt Montowski, aye; William Rofkar, aye; Gary Mortus, abstained. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:25 p.m.
