Catawba Island Township Board of Township Trustees

Meeting Minutes

January 10, 2012

The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, January 10, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Gary Mortus, Karen Shaw, Dan Barlow,
John Gangway, Jack DeVore, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

The minutes were read from the December 27 meeting of the Board of Township Trustees. Matt Montowski made a motion to approve the December 27 meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $22,179.66. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township and read:

A letter from Susan Gottschalk requesting to sell back two cemetery plots to the township for the price she paid for them.

The Trustees agreed to buy back the cemetery plots as requested for the price paid.

A letter from the City of Port Clinton Tax Department requesting a balance due upon reconciliation of withholdings for the year 2009.

An email from Frank Harmon of Ohio Insurance Services Agency, Inc. requesting a meeting on Thursday, January 26 with township employees and elected officials.

The Trustees agreed to a meeting with Frank Harmon on Thursday, January 26.

A letter from Virginia Park, Ottawa County Recorder, regarding Zoning Resolutions and Amendments.

A letter from the Ottawa County Board of Elections regarding dates to reserve for elections. The Primary Election will be held Tuesday, March 6 and the General Election will be held Tuesday, November 6. If an August Special Election would be held, the date for this election would be Tuesday, August 7.

Notification of the Ottawa County Township Association quarterly meeting to be held Thursday, January 26, at Allen Township.

A letter from Hylant Group regarding a Rider to the bond received for the position of Fiscal Officer effective April 1, 2012.

Fire and Safety

Fire Chief John Gangway said they had a record year in 2011 with a total of 377 runs. He said almost 90 percent of those were EMS runs with a total of 340.

John Gangway presented two bids for the exterior repairs at the Fire Station; G W Contractors out of Fremont for $3,418 and Janotta and Herner for $5,690. He said the individual who caused the damage is insured and the repairs will be paid by their insurance company. John Gangway also said township maintenance personnel will make the necessary interior repairs and an estimate for their labor will also be submitted and reimbursed to the township.

The Trustees reviewed the estimates for repairs and were comfortable with John Gangway working with the insurance company to insure necessary repairs were made appropriately.

John Gangway discussed the fire station remodeling project with estimates for the labor from Island Home Improvement for $3,375 and Catawba Island Builders for $2,850. He said he estimates $11,000 in materials will be needed from Carter Lumber to complete the project.

Matt Montowski made a motion to approve a remodeling project which includes new cabinets and countertops at the fire station. Materials to be purchased through Carter Lumber and Island Home Improvement to provide the installation labor with the total project cost not to exceed $15,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Maintenance

Dan Barlow said he has a contractor coming in to look at the door at the west end of the fire station. He said the door needs some work and he will have more information at the next meeting.

Dan Barlow said he would like to get the brakes on the leaf vacuum checked at Transmissions Unlimited. The Trustees agreed.

Fiscal

Fiscal Officer Karen Shaw presented the December financial reports and bank reconciliation and there were no questions or concerns.

Karen Shaw stated the Annual Report has been submitted for the year ending December 31, 2011 and is on file at the township. Notification was sent to the News Herald to be published.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2012.

William Rofkar made a motion to adopt the Annual Appropriation Resolution for the fiscal year 2012 as presented by Fiscal Officer Karen Shaw. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to allow the Fiscal Officer to create Blanket Certificates in 2012 not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees acknowledged receipt of the bonds for Trustee Gary Mortus and Fiscal Officer Karen Shaw and confirmation of their swearing in by Judge Hany on December 29, 2011.


Zoning

Matt Montowski said there is a Zoning training meeting to be held at Danbury Township on January 18 conducted in part by Ottawa County Prosecutor Mark Mulligan. Matt Montowski said he would like township Zoning Board members who attend to be paid a fee equal to that of attending a regular Zoning meeting.

Gary Mortus made a motion to pay the Zoning Board members who attend the Zoning training their regular meeting fee. Matt Montowski seconded the motion. All voted aye. Motion carried.


Other Business

Matt Montowski said he talked to Commissioner Mark Stahl concerning gas aggregation and he said they are looking into a program.

Matt Montowski said he spoke with Red Cross personnel and they thanked the township maintenance personnel for helping set up for the recent Blood Drive.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:05 p.m.
