Meeting Minutes

February 26, 2013


The regular business meeting of the Catawba Island Township Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, February 26, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Jamie Coleman, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

The minutes were read from the February 12 public hearing. Matt Montowski made a motion to approve the February 12 public hearing meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

The minutes were read from the February 12 regular meeting of the Board of Township Trustees. William Rofkar made a motion to approve the February 12 regular meeting minutes as amended. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to amend the previously approved January 22 regular meeting minutes in regards to the motion and approval of a Then and Now Purchase Order to Fire-Safety Services for firefighter turnout gear. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $42,601.91. William Rofkar seconded the motion. All voted aye. Motion carried.


Correspondence

The following correspondence was received by the township:

A letter from Michael Weickert of Weickert Agencies thanking the Board of Trustees for allowing Darlene Kimball (VFIS) and himself to talk at a recent meeting about the services they have to offer.

A letter from Ottawa County Prosecuting Attorney Mark Mulligan and Ottawa County Sheriff Stephen Levorchick regarding the Ottawa County Drug Task Force Funding and request for a contribution proportionate to the population in our political subdivision.


Fire and Safety

Fire Chief John Gangway said the fire department’s self contained breathing apparatus cylinders need routine 5 year hydrostatic texting. He said they will send out about 10 at a time to ABCO at a cost of $20 per cylinder for approximately 50 to 60 cylinders.

The Trustees agreed to the testing of fire department SCBA cylinders.

John Gangway said the internet upgrade should begin soon.


Maintenance

Maintenance Supervisor Dan Barlow said they completed the lighting project at the Community Hall. He said they would like to begin at the maintenance shop next and then move on to the fire station. Dan Barlow said the estimated cost for lighting project materials at the maintenance building is $1,829.72.

The Trustees agreed Maintenance personnel should continue replacing and upgrading lighting at township buildings.

Dan Barlow presented a quote from Mullens Tree and Landscaping to remove a large Oak tree and stump near the Community Hall as well as two other stumps in the same area.

William Rofkar made a motion to approve tree and stump removal by Mullens at the Community Hall for $1,300. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said three doors at the maintenance shop and one at the administrative building conference room need replaced. He presented a proposal from Masonry Construction for $6,600 and a proposal from JVS Garage Door for $6,429.

Matt Montowski made a motion to contract with JVS Garage Door to replace three man doors at the maintenance shop and one personnel door at the administrative building. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said the columbarium project manager has not been in contact to set up a final inspection meeting.

The Trustees agreed final payment for the columbarium project will be held until an inspection with the project manager has occurred and required paperwork has been received by the township.


New Business

Jamie Coleman, Community Outreach Specialist for the OSS Solid Waste District, discussed how they and other partnering agencies host a Compost Workshop offered to local residents. She said the location for the workshop rotates between counties each year with Ottawa County hosting this year.

Jamie Coleman asked the Trustees if they may host the workshop at Catawba Island Township facilities in May. She explained participants must be residents of Ottawa, Sandusky, or Seneca County and must register to attend. A morning and evening session is generally offered with approximately 20-25 residents in attendance at each. The cost is $5 and includes a speaker, tour of the facilities such as composting area, recycling, nature preserve etc., as well as snacks and door prizes. The proposed date is Wednesday, May 22.

The Trustees agreed the Compost Workshop could be held at Catawba Island facilities in May.


Matt Montowski made a motion to contribute $4,000 to the Ottawa County Drug Task Force.
Gary Mortus seconded the motion. William Rofkar said he feels the need to support our own police department first and the part time police officer position has not been replaced from a year and a half ago. Vote on the motion: Gary Mortus, aye; Matt Montowski, aye; William Rofkar, opposed. Motion carried.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:10 p.m.
