Catawba Island Township Board of Township Trustees

Meeting Minutes

June 11, 2013


The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, June 11, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the May 28 Board of Township Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $95,622.00. Matt Montowski seconded the motion. All voted aye. Motion carried.
The total included a premium payment of $44,931 to Hylant Administrative Services for property and liability insurance.


Correspondence

The following correspondence was received by the township and read:

A letter from Connie Snyder regarding tall grass at a neighborhood property located on the corner of Woodland Drive and Northwest Catawba Roads.

The Trustees agreed to write a letter to the homeowner requesting they maintain the property.

A letter from the EPA regarding an inspection recently conducted at the township compost facility. The correspondence noted composting was very well maintained. The piles were limited to yard waste and free of visible solid waste at the time of inspection.

A letter from Joe Gerber of the Ottawa Regional Planning Commission regarding the annual assessment in support of the Ottawa Regional Planning Commission for the period July 1, 2013 to June 30, 2014. The fee is based on a 2010 population of 3,599 persons at a rate of $0.50 per person.

A letter from Ottawa Regional Planning regarding the Re-Plat of Lot 27 and Reserve A in Catawba Place Subdivision, final re-plat. Lot 27 will be split into two lots.

A letter from Frank Gates Service Company regarding re-enrollment in the Workers’ Compensation Group Rating Program.

A letter from Hylant Administrative Services regarding the Ohio Plan Package Policy Renewal.

A letter of thanks from Bay Tractor and Turf for the township’s recent purchase.

The Ottawa County Annual Report from the Ottawa County Commissioners.

A letter from the Ottawa County Sanitary Engineering Department regarding a Deferred Assessment on a township parcel.


Fiscal

Fiscal Officer Karen Shaw presented the May financial reports and bank reconciliation. There were no questions or concerns.

A brief discussion took place regarding revenues and expenditures trending through May.


Maintenance

Maintenance Supervisor Dan Barlow presented quotation specifications he would like to send out for repairs on township roads including Schoolhouse, Moores Dock, Twin Beach, and Cemetery.

The Trustees agreed the road repairs are necessary.

Dan Barlow discussed catch basin and drainage tile repairs needed in the cemetery. He said township maintenance personnel will complete the necessary repairs.

A brief discussion took place regarding catch basin and drainage tile repairs needed near Weyhe Road and the Rittenhouse Subdivision to help prevent the roads from flooding.

Trustees asked Dan Barlow to get quotes for the necessary repairs.

A brief discussion took place regarding decorative items accumulating in the cemetery and hindering the perpetual care of the cemetery.

Trustees asked Dan Barlow to have maintenance personnel tag, remove, and store items that interfere with mowing and trimming.

Gary Mortus said Ernie Wylie is doing a great job keeping up with the cemetery lawn maintenance.


Zoning

Matt Montowski said there were a total of nineteen permits and five variances issued for the month of May with a total of $2,086.60 collected in fees.

Matt Montowski said the Board of Zoning Appeals will meet June 12 and hear six cases.

New Business

Jack DeVore asked Trustees if something could be done to help clean up the boat storage area in Gem Beach. He said the area used to be well maintained but now animals are moving in and it appears to be junk boat storage rather than seasonal boat storage.

The Trustees agreed to look into the matter.

Matt Montowski made a motion to renew the Workers’ Compensation Group Rating Program contract through Frank Gates Service Company for $1,845 with services beginning July 1, 2013. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to continue the current property and liability insurance coverage for the township and approve the Ohio Plan Package Policy premium less the Advantage Credit for a total of $44,931 as presented by the Hylant Group for the term June 15, 2013 through June 15, 2014. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve a Then and Now Purchase Order to Hylant Administrative Services in the amount of $44,931 for the Ohio Plan Policy Premium less the Advantage Credit. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus signed a letter to the Office of Charitable Gaming verifying the Catawba Island Township Volunteer Fireman’s Association is a non-profit organization and a support organization of the Catawba Island Volunteer Fire Department. The letter also stated the Board of Trustees approves of and supports their application for a bingo license for two fundraisers in 2013.

William Rofkar said he signed Liquor Permit paperwork for the two C.I.V.F.D. fundraisers in 2013.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:40 p.m.
