Meeting Minutes

August 13, 2013

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, August 13, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Lisa Dubbert, David Dubbert, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the July 23 Board of Trustees regular meeting minutes as amended. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last two payrolls, in the amount of $107,425.41. The total includes a payment of $17,218 to Henderson Products for the rebuild of the maintenance dump truck and a payment to Patterson Pope of $11,850 for the wheelhouse storage unit installed for township records. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Engineer’s Office regarding Ohio Public Works Funding. Enclosed were estimates for various road surfacing projects to be considered for 2014.

A memo from Ohio Insurance Services Agency, Inc. regarding their Health Care Reform Independence Initiative and a Health Care Reform Questionnaire.

The 2012 Annual Report from the Ohio Utilities Protection Service.

Fiscal

Fiscal Officer Karen Shaw presented the July financial reports and bank reconciliation. There were no questions or concerns.

Maintenance

Maintenance Supervisor Dan Barlow said the concrete around the columbarium is going to be removed and replaced in the near future due to cracks in the surface.

Dan Barlow said the benches for the soccer field and near the pond have arrived and will be installed next week.

Dan Barlow said they are in the process of removing the low branches over township roads.

Dan Barlow presented four bids for grinding the yard waste at the compost facility. Madden Brothers $13,000; Traver Tree Service $15,000; David Price Metal Services $9,960.50; and Barnes Nursery $12,400.


William Rofkar made a motion to approve yard waste grinding by David Price Metal Services in the amount of $9,960.50 per submitted quote. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow submitted two quotes for repair of the pavilion roof. He said four requests for bid were sent out but only two responses were received. They were C.L. Deemer Roofing for $18,000 and Randy J. Smith for $10,500. The necessary repairs are part of the 2012 hail storm damage claim previously submitted to the insurance company.

Matt Montowski made a motion to approve Randy J. Smith for pavilion roof repairs in the amount of $10,500 per submitted quote. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow submitted three quotes to replace the Ford 150 truck. Baumann Auto Group $28,941; Valley Ford Truck $29,648 (State Bid Price); and Port Clinton Ford $32,430.50.

William Rofkar made a motion to approve the purchase of a 2014 Silverado pick-up truck,
for use by the maintenance department, from Baumann Auto Group in the amount of $28,941 per submitted quote. The approved purchase price is lower than the State Bid price.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said he would like to have a few trees removed that are located in the road right of way along various township roads and a tree located in the cemetery. He submitted an estimate from Mullens Tree Service in the amount of $1,650 to complete all work.

Matt Montowski made a motion to approve Mullens Tree Service in the amount of $1,650 for tree and stump removal per submitted estimate. William Rofkar seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were a total of nine permits and two variances issued for the month of July and a map amendment with a total of $1,917.66 collected in fees.

New Business

Lisa Dubbert was present representing United Way of Ottawa County and spoke briefly about the Gem Beach Rocks fundraising event scheduled for Saturday, August 17.

Gary Mortus made a motion to proceed with the Chatham Drive, North Carriage Lane, North Concord Circle, Elmwood Drive, Cedar Street, and Poplar Avenue road resurfacing projects in 2014 according to the estimates provided by the Ottawa County Engineer’s Office.
Matt Montowski seconded the motion. All voted aye. Motion carried.

The Trustees agreed not to proceed with resurfacing the administration building parking lot at this time but will revisit the project in the future.


Matt Montowski made a motion to adopt the revised cemetery rules. William Rofkar seconded the motion. All voted aye. Motion carried.

The new rules will be posted on the township website and in the administration building lobby. The rules are also mailed out with deeds.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Meeting adjourned at 8:15 p.m.
