Minutes: July 28th, 2009

The Zoning Request for a Zoning Resolution Amendment was heard by the Catawba Island Township Trustees on July 28, 2009 at 7:00 p.m. in the conference room. Present were William Rofkar, Gary Mortus, Pat Cerny, Jack DeVore, and Matt Montowski. Description: The adoption of House Bill 562 into the zoning resolution. This would allow the township trustees the ability to now modify or deny a township zoning commissions recommendation by majority. Previously, the township trustees could only do this by unanimous vote. This requires an amendment to Section 8, C, 2, J of the Catawba Island Township Zoning Resolution. This request was recommended by the Ottawa Regional Planning Commission to the Zoning Commission and the Zoning Commission recommended approval of this text amendment to the township trustees. William Rofkar made a motion to approve the change seconded by Gary Mortus. William Rofkar, aye; Gary Mortus, aye. Gary Mortus made a motion to adjourn the zoning hearing seconded by William Rofkar. Business Meeting Minutes July 28, 2009

The regular business meeting of the Catawba Island Township Board of Trustees was called to order by chairman William Rofkar at 7:30 p.m. on July 28, 2009 in the conference room. Present were: William Rofkar, Gary Mortus, Robert Schroeder, excused, Pat Cerny, Matt Montowski, Jack DeVore, Kelly Frey, Reggie Langford, Larry Kline and Christian Cash.

The meeting began with the Pledge of Allegiance recited by all.

Gary Mortus made a motion to approve the past meetings minutes as received seconded by William Rofkar. All voted aye.
Gary Mortus made a motion to approve and pay the bills in the amount of $40,719.85. All voted aye.

Correspondence received: Annette Gorris thanking Pat Cerny for the prompt follow-up to her complaint regarding a township property. Copy of a letter sent to Jack Grummel from Eileen and Jack Pekar regarding the proposed building on Area C in regard to drainage from the Beach Towne Gem Beach Condos project. Frank Gates 2009 Workers’ Compensation Group Rating Program and service fee invoice. David R. Michael, Past Commander Columbus Sail & Power Squadron. The township launch ramp was used for a national not for profit boating educational program and courtesy vessel safety examinations. Department of Liquor Control regarding the Catawba Inn asking if a hearing is needed for a change of percentage of ownership.

Letter to Pat Cerny, Robert Schroeder and Gary Mortus from the Eagle Beach-Wildwood Association Board in regard to filing a complaint regarding the upkeep and maintenance of a property on Sand Road. A letter will be written regarding the vehicles on the property.

Larry Kline and Christian Cash were in attendance to obtain a Boy Scout badge.

James K. Frey, Ottawa County Engineer stated the Sand Road Area Water Line Replacement Project has been completed. The outstanding work has been addressed to the satisfaction of the county. The Speer Brothers have leveled the asphalt patches to improve the smoothness in accordance with ODOT specifications. William Rofkar stated he spoke with Dave Brunkhorst, County Engineer, and he is satisfied with the outcome of the micro milling work. William Rofkar asked what will happen if these areas continue to settle in the future. Mr. Frey stated the County will take the responsibility. Gary Mortus stated that when the County is cutting a township road, the township should be able to say we are satisfied with the road and sign off on it. Communications were not good with this project.

Jack DeVore is concerned about how high the leveling grade is compared to the road in Gem Beach by the new condo project and what will happen to the run-off. William Rofkar stated their drainage should be approved by the county. The Trustees will check into this.

Gary Mortus made a motion to waive any requests for a public hearing in regard to the Catawba Inn seconded by William Rofkar. All voted aye.
William Rofkar stated one of the cemetery mowers needs major engine work at the cost of $500.00. A new one comparable to this one would be $6549.00 and a trade-in would be $4800.00 and we would own the mower. The other option would be a lease type program. If the old one is traded in there will be a $1000.00 a year trade-in that would get us on the program and the township would receive a new mower every year and use it for a year and we would get a new one and get charged $1000.00. William Rofkar stated they would go with this program.

Grinding of brush quotes were received from Barnes Nursery for $11,900.00 and David Price Metal Services for $11,493.00. William Rofkar made a motion to award the contract to David Metal Services for $11,493.00 seconded by Gary Mortus. All voted aye.

Dan Barlow received a quote for tuck pointing the mortar joints on the Community Hall and in the Maintenance Building, in the truck bays, two of the piers bottom block is corroded
A quote was received from Cuevas Construction totaling $1225.00 for both items. Gary Mortus made a motion to have Cuevas Construction do these jobs seconded by William Rofkar. All voted aye.
