Catawba Island Township Board of Township Trustees

Meeting Minutes

September 10, 2013

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Vice Chairman Matt Montowski on Tuesday, September 10, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Karen Shaw, John Gangway,
Dan Barlow, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

William Rofkar made a motion to approve the August 27 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $44,029.83. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from the Catawba Island Garden Club requesting use of the Community Hall for meetings on September 24, 2013 and October 22, 2013 and extending the courtesy of waiving any fees for use of the building for the remainder of this year.

The Trustees agreed the Catawba Island Garden Club could use the Community Hall for the two meetings as requested and waived the fee. The Trustees agreed a written request should be submitted for future meetings.

A letter from Dave Downing requesting use of the Community Hall for a family gathering on November 29, 2013 and also December 26, 2013.

The Trustees agreed Dave Downing could use the Community Hall and waived the fee.

A letter from John LoPiccolo regarding the vacant lot located at 5525 East Channel Drive and his concern the property has not been maintained for at least two seasons and is now over grown with grass.

A letter from James Zafirau requesting an extension to complete work on an unfinished building. The permit he received required a completion date of August 15 and his request is for an extension to November 15, 2013.

The Trustees agreed to an extension date of November 15, 2013 as requested.

A letter from Jim Darr, Solid Waste Management, regarding recycling statistics now available on their website at www.recycleoss.org under the blue “Recycling” tab and “Aim to be Green Statistics” option.

A letter from the Ohio Utilities Protection Service regarding recent changes to the Bylaws approved by the Membership and Board of Trustees during the Annual Membership Meeting held in August.

A letter from the Ottawa County Board of Elections regarding the General Election scheduled for Tuesday, November 5, 2013 to be held at the Catawba Island Township Community Hall.

Fiscal

Fiscal Officer Karen Shaw presented the August financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said she received notifications from the Ohio Department of Taxation and the State Auditor regarding the new withholding tax tables to be used for payrolls that end on or after September 1, 2013. She said the changes have been updated.

Fire and Safety

Fire Chief John Gangway said he would like to send Jordan Davenport to the Fire and EMS Expo in Columbus for 16 hours of continuing education required because he is a certified fire instructor. He said the classes and overnight accommodations will cost approximately $500.

John Gangway said he would like to send Breann Christiansen to the Advanced EMT class at Vanguard this fall. He said tuition and books for the 200 hour class will cost $1,070.

The Trustees agreed to the continuing education for the fire department members as requested.

John Gangway said they had the fire boat sand blasted and following an inspection which showed damage beyond repair they would like to take the boat out of service and park it at the old fire station until further notice.

Maintenance

Maintenance Supervisor Dan Barlow said work at the Marina will soon be complete. He also said grinding at the compost facility will begin soon.

Zoning

A brief conversation took place regarding the proposed letter the Zoning Inspector plans to send out regarding signs in the road right of way. William Rofkar said he is not in favor of sending letters asking individuals and businesses to remove signs from the road right of way.

Matt Montowski said there were a total of twelve permits and two variances issued for the month of August with a total of $1,480.80 collected in fees.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:00 p.m.
