Catawba Island Township Board of Township Trustees

Meeting Minutes

May 13, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 13, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Daniel Hessler, Camerin Witte, Katelyn Webb, Kennedy Gulas, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

William Rofkar made a motion to approve the April 22 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve the April 24 Board of Township Trustees special meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve the May 12 Board of Township Trustees special meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $67,627.66. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

Notice of a Board of Zoning Appeals Public Hearing on May 14 in regards to an area variance being requested by the property owner at 2239 N. West Catawba Road. Said request is to allow an area variance permitting the placement of an accessory building that is 30 by 40 feet on the property. The maximum number of square feet of accessory building (950) will be exceeded and the proposed eight of 24 feet instead of the permitted 24 feet.

The Trustees said they do not have any concerns as long as the accessory building does not crowd the township’s property line. Matt Montowski said he will be in attendance at May 14 Public Hearing.

An email from Kaitlin Hall, Ohio Township Association, regarding the Bureau of Workers’ Compensation Managed Care Organization (MCO). The Ohio Township Association endorses CareWorks as the preferred MCO for their membership. CareWorks is the township’s current managed care organization.

A letter from Frank Harmon of Ohio Insurance Services and information regarding the new OPEC Healthcare Cooperative.

A memo from Ottawa County Engineer David Brunkhorst regarding a sign truck now available for sale.

The Ottawa County Annual Report from the Ottawa County Commissioners. The report is also available on the county’s website at www.co.ottawa.oh.us.
Fiscal

Fiscal Officer Karen Shaw presented the April 2014 financial reports and bank reconciliation. There were no questions or concerns.

Fire and Safety

Fire Chief John Gangway said the equipment truck has been returned from Sensible Products with the new Jaws of Life equipment mounted. He said the manufacturer offers eight hours of training with the new equipment and the training will be scheduled in the near future.

Maintenance

Maintenance Supervisor Dan Barlow discussed a situation brought to his attention where a chip occurred in a private driveway that meets the township road right of way during the resurfacing project in Colony Club. Dan Barlow said he explained to the homeowner to wait until the project is complete and the situation will be corrected. However, the homeowner didn’t wait and called an outside contractor to correct the issue and submitted a receipt for reimbursement.

The Trustees agreed a letter is to be sent to the homeowner explaining repairs would have been corrected through the project contractor however reimbursement will not be made for action taken by the homeowner.

Dan Barlow said they are having a problem with the backhoe overheating and a contractor is going to come on site and take a look at the problem.

Dan Barlow said the Catawba Island Garden Club decided on locations for the benches they are purchasing. He said one will be located at Heigel Park by the playground facing the hill and the other will be located at the north end of Pebble Beach. Dan Barlow said the Pebble Beach property location is owned by the state.

The Trustees asked Dan Barlow to follow up with the Pebble Beach location to make certain of the ownership as it may be privately owned.

Dan Barlow presented quotes for road repairs around the township and repairs to the tennis courts at Heigel Park.

A brief discussion took place regarding the necessary repairs however no decisions were made.

Gary Mortus said he would like to take two maintenance personnel and Patty Cable to visit the Rumpf recycling facility in Columbus on June 3 to get a better understanding of the operation.

Gary Mortus made a motion to approve a change order request with Kokosing Construction Company for additional road repairs in the Colony Club subdivision with the cost not to exceed $7,000. William Rofkar seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were six permits and two variances issued for the month of April with a total of $666.88 collected in fees.

New Business

Gary Mortus made a motion to go into executive session pursuant to Ohio Revised Code 121.22(G)(2) to consider the purchase of property for public purposes. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to reconvene from executive session. Gary Mortus seconded the motion. All voted aye. Motion carried.

The Trustees briefly discussed the proposal from Barnes Nursery for operation of the township yard waste recycling facility.

William Rofkar asked Dan Barlow to start documenting the illegal dumping occurring at the compost site.

Matt Montowski said Mike Woods, the new police officer, was sworn in on Monday, May 12.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:20 p.m.
