Meeting Minutes

May 27, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 27, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Frank Harmon, Brian Savage, Laurie Weinberg, Mike McMaken, Alec Ochs, Morgan Reynolds, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence for our troops.

William Rofkar made a motion to approve the May 13 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $72,721.74. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Paul and Tina Ochs requesting use of the Community Hall on June 6, 2015 for a family function.

The Trustees agreed Paul and Tina Ochs could use the Community Hall and waived the fee.

A letter from the Joint Solid Waste Management District regarding the schedule for additional recycling containers to be delivered for the Memorial Day weekend.

Maintenance

Maintenance Supervisor Dan Barlow said the road projects are completed at Colony Club and Gem Beach.

Dan Barlow said Ottawa County put the counters down on Cemetery Road and Schoolhouse Road to assist with tracking traffic for Issue 2 funding. He said he will also be taking photos of road damage.

Dan Barlow said he has been informed by Disk Environmental they can no longer use oil spray for controlling dust on the roadways leading to the marina and the compost area. He said they now utilize soybean oil which is more costly. Dan Barlow said he is not familiar with the product and will do more research.

Dan Barlow said the breaks and rotors have been repaired on the one ton by Port Clinton Ford.

New Business

Frank Harmon of Ohio Insurance Services Agency, Inc. presented the proposal for Ohio Public Entity Consortium Healthcare Cooperative (OPEC-HC) benefits.

Gary Mortus made a motion to pass a Resolution that Catawba Island Township, Ottawa County does hereby agree to join the Ohio Public Entity Consortium Healthcare Cooperative effective the 1st of August, 2014, at the benefit levels and cost structure as presented in the proposal. We also authorize Karen Shaw to act as our Representative for the Ohio Public Entity Consortium Healthcare Cooperative and execute any paperwork, proposals and/or documents. William Rofkar seconded the motion. All voted aye. Motion carried.

Laurie Weinberg of Ohio Plan Risk Management Inc. presented the renewal proposed for the township. She said the proposal came in about $5,000 less than the previous year due in part to the township being a long term member with high credit and no exposure changes.

The package policy subtotal is $50,149 less an Advantage Plan Premium Credit of $4,497 for a total of $45,652.

Laurie Weinberg said a risk management visit, or safety audit, will be scheduled in the next few months. She said safety audits are conducted about every three years and help determine the Advantage Plan Premium Credit.

Gary Mortus made a motion to renew with Ohio Plan Risk Management, Inc. for township property and liability insurance for the year June 15, 2014 through June 15, 2015 in the amount of $45,652. William Rofkar seconded the motion. All voted aye. Motion carried.

Mike McMaken of Green Energy Solutions gave a presentation regarding potential energy savings at various township locations. He focused specifically on the lighting at the boat launch ramp parking lot and the savings potential with new fixtures and change to LED bulbs. Mike McMaken said that change would result in a 60% energy savings at that location. He said energy rebates are also available.

Gary Mortus made a motion to enter into executive session pursuant to Ohio Revised Code 121.22(G)(2) to consider the purchase of property for public purposes. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said there is approximately 15 acres of land for sale off East Catawba Road by the causeway and the property owner has asked if the township would be interested in the parcel. William Rofkar said most of the property is under water and therefore unusable. Matt Montowski said he will let the realtor know the township is not interested.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:55 p.m.
