Meeting Minutes

September 23, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, September 23, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Jack DeVore, Jack Pekar, Debbie Meister, John Meister, Jeff Mogg, Peggy Mogg, Thomas Burke, Diane Rehor, and Steve Lovitt.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the September 9 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $46,114.69. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

Notice of the Quarterly Ottawa County Township Association Meeting to be held Thursday, October 23, at the Ottawa County Highway Garage.

The 2014 Annual Report from The Ohio Plan.

Fiscal

William Rofkar made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2015. Gary Mortus seconded the motion.
Roll Call Vote: Gary Mortus, aye; Matt Montowski, aye; and William Rofkar, aye.

Gary Mortus made a motion to approve a Supplemental Appropriation of $11,176.80 from 1000-760-740 (Machinery, Equipment, and Furniture) to 1000-990-990 (Other Financing Uses) for the purpose of paying $11,176.80 Estate Tax Refund to the County Auditor. William Rofkar seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said he has been trying to get CourtsSmith to come and take a look at the tennis courts because they work on the courts at Port Clinton High School, Lakeside, and CIC. He said CourtSmith has not returned his calls.

Gary Mortus said he will try to make contact with CourtSmith so the cracks can be filled before winter.

Dan Barlow said he would like to purchase another four pallets of rubber from D.J.L. Material and Supply to continue to crack fill and repair the roads. He said the cost is approximately $5,000.

The Trustees agreed to the purchase of materials to continue township road repairs.

Dan Barlow said there is a break in the tile crossover on Basin Street in Gem Beach. He said Atkins can make the repairs and estimates the cost will be approximately $650.

The Trustees agreed the tile repair needs to be made.

Dan Barlow said he talked to Tina Molnar at the County Engineers Office about salt for the coming winter season. He said they are working on estimates for salt needed.

Dan Barlow said he would like to purchase two 250 gallon totes of the beet juice material to have on hand as needed for the start of winter season.

The Trustees agreed to the purchase of beet juice material for the township roads. Gary Mortus said the use of beet juice is supposed to reduce the salt usage by at least a third.

Dan Barlow said they have started closing the compost facility entrance while graveside services are taking place out of respect for the families as the compost traffic was a distraction.

New Business

Jeff Mogg spoke on behalf of the Gem Beach Lot Owners Association regarding their desire to have swim buoys marking the swim area in front of Gem Beach installed by the Ohio Department of Natural Resources. Jeff Mogg said they are requesting support from the Township Trustees in the way of submitting the application as the regulatory agency which is required by the ODNR.

John Meister also expressed his concerns regarding safety in the Gem Beach swim area where boats currently come all the way up to the beach.

Steve Lovitt, representing Gem Beach Marina, said they are in support of creating a swim area with buoys as long as there is no additional liability placed on them or any property owners.

The Trustees agreed buoys marking the swim area are a good idea but said they need to follow up with ODNR on a few items before submitting an application.

The Trustees announced Trick or Treat will Thursday, October 30, from 5:30 to 7:30 p.m.

Matt Montowski said Regional Planning fees for the township will be going up next year from .50 cents per person to .60 cents per person.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:20 p.m.
