Catawba Island Township Board of Township Trustees

Public Hearing

November 25, 2014


Chairman Matt Montowski called the Public Hearing to order on Tuesday, November 25, at
7:00 p.m. in the conference room of the administration building.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Quintin Smith, Bob Hille, Jeanie Hille, Debbi Bassett, Mike Bassett, Linda Branwell, Harry Edwards,
Thomas Maher, David Belden, and Diane Belden.

Matt Montowski explained application #668101 where as the owner, Quinstock Farms, LLC, requests a change in zoning from “A” to “C-1”. The location is Section 3, Lot 9 of Catawba Island Township at 3630 N.E. Catawba Road. The applicant is requesting to rezone 5.2 acres of a twenty-eight (28) acre parcel of land.

Matt Montowski read a letter from the Ottawa Regional Planning Commission. As noted the applicant intends to use the 5.2 acres as a microbrewery and retail sales of agricultural and accessory products; and to host various community activities such as weddings, fundraisers, and corporate activities. The adjacent property is zoned “A” to the north, west and south; and “A” and “C-3” to the east. The property to the east has been zoned “C-3” since the inception of township zoning. The adjacent property consists of single-family, wooded area, open space to the north; single-family and open space to the east; single-family and wooded area to the south; and wooded area to the west.

The Catawba Island Township Land Use Plan recommends the area for low density residential uses. The area to the east which is zoned “C-3” is recommended for medium density residential uses.

The Ottawa Regional Planning Commission recommended approval of the rezoning request in the letter submitted to the township.

Matt Montowski said the Catawba Island Zoning Commission met on November 5 and recommended approval of the request as submitted to the township trustees.

Matt Montowski read a notarized letter submitted from Tom Smith expressing opposition to the request and his wish for the parcel to remain in its current status zoned “A”.

Quintin Smith gave a presentation supporting his request for rezoning the 5.2 acres from “A” Agricultural to “C-1” Commercial.

Residents Tom Maher and Mike Bassett spoke in support of the rezoning request and proposed project.

Gary Mortus made a motion to close the discussion to the floor. William Rofkar seconded the motion. All voted aye. Motion carried.



The Trustees discussed the request and agreed “C-1” is the appropriate classification.

Gary Mortus made a motion to approve the recommendation of the Zoning Commission as presented in application #668101. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjourn the Public Hearing. Gary Mortus seconded the motion. All voted aye. The meeting was adjourned at 7:28 p.m.
