Catawba Island Township Board of Township Trustees

Meeting Minutes

December 23, 2014

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, December 23, at 7:47 p.m. in the conference room. The meeting began late due to the Public Hearing at 7:00 p.m. adjourning later than anticipated.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Bob Rogers, John Smothers, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the December 9 Board of Township Trustees regular meeting minutes as amended. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $55,233.20. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from Andy and Marlene Benko expressing their appreciation for the care and up keep of the Catawba Island Cemetery. A $100 donation was enclosed for use in the cemetery.

Notification from the Joint Solid Waste Management District regarding the recycling service schedule for the Christmas and New Year Holidays.

Notice of the Ottawa County Township Association quarterly meeting being hosted by the Portage Township Trustees Thursday, January 22, 2015 at the Liberty Aviation Museum.

A letter from the Ohio Public Entity Consortium regarding Medicare Coordination of Benefits with OPEC-HC.

A letter from the Ottawa Regional Planning Commission regarding fees being increased in the summer of 2015 by 10% to $.60 per person based on the 2010 census.

An email from Michael Schmeltzer regarding bass fishing tournaments to be held in July and September of 2015 at the West Harbor public ramp.

Maintenance

Maintenance Supervisor Dan Barlow said leaf pick up service is complete for the year. He said maintenance personnel have cleaned all the township catch basins. Dan Barlow said they found a broken crossover on Linda Drive although there is no drainage issue at this time.


Fire and Safety

Fire Chief John Gangway said the CIVFD has had a record 425 runs year to date in 2014.

New Business

Parks Board member John Smothers discussed the Cedar Meadows Nature Preserve deck project. He said the project will be completed by volunteers. John Smothers said the materials will cost approximately $2,500 from Gordon Lumber. He also presented an estimate of $3,900 from Masonry Construction to pour seven 12” footers.

William Rofkar made a motion to approve the deck project plans as presented and project costs not to exceed $8,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to continue contracting with Beck Suppliers, Inc. for fuel in 2015. William Rofkar seconded the motion. All voted aye. Motion carried.

Reorganization

Chairman Matt Montowski turned the meeting over to Fiscal Officer Karen Shaw for the purpose of electing a Chairman for 2015.

Karen Shaw asked for nominations for Chairman for 2015.

Matt Montowski made a motion to nominate Gary Mortus as Chairman for the calendar year 2015.
William Rofkar seconded the nomination. There being no further nominations William Rofkar voted aye, Matt Montowski voted aye, and Gary Mortus voted aye.

Karen Shaw declared Gary Mortus Chairman and turned the meeting over to him.

Gary Mortus asked for nominations for Vice Chairman.

Matt Montowski made a motion to nominate William Rofkar as Vice Chairman for the calendar year 2015. Gary Mortus seconded the nomination. There being no further nominations William Rofkar voted aye, Gary Mortus voted aye, and Matt Montowski voted aye.

The Trustees agreed the Township meeting dates and times will remain the same at 7:30 p.m. the second and fourth Tuesdays of each month.

The Trustees agreed to keep oversight of the following departments the same:
Matt Montowski, Zoning; William Rofkar, Police and Fire; Gary Mortus, Cemetery and Roads.

The Trustees agreed Matt Montowski will remain on the Regional Planning Board and Gary Mortus will continue as the alternate. Gary Mortus will serve on the Port Clinton City School Business Advisory Board. Chairman Gary Mortus will attend the Ottawa County Health Department annual meeting. William Rofkar and Gary Mortus will serve as Board Members on the Volunteer Fire Fighters’ Dependents Fund Board.

As recommended by the zoning inspector, Matt Montowski made a motion to appoint the following beginning 2015:


Stephen Lonneman to the Zoning Commission for a five year term expiring December 2019.

Dr. Gregory Hart an alternate on the Zoning Commission for a one year term.

Jack Zeigler to the Board of Zoning Appeals for a five year term expiring December 2019.

Shelly Stively an alternate on the Board of Zoning Appeals for a one year term.

Tim McKenna an alternate on the Board of Zoning Appeals for a one year term.

William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to continue paying members of the Zoning Commission and Board of Zoning Appeals a mileage and meeting allowance of $50 per meeting. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to appoint Meridith Beck, John Smothers, Reggie Langford and Brad Schwan to the Park Board for another one year term in 2015. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to continue to provide health care to all eligible township employees and elected officials in 2015. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to keep the current cemetery fee schedule, zoning fees, and community hall rental fees the same for 2015. William Rofkar seconded the motion.
All voted aye. Motion carried.

William Rofkar made a motion to keep the Fire Fighter and EMS gas allowance and stipend the same for 2015. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve Ohio Edison as the townships provider of electrical energy for 2015. Matt Montowski seconded the motion. Vote on motion: Matt Montowski, aye; William Rofkar, aye; Gary Mortus, abstained. Motion carried.

William Rofkar made a motion to adjust Mike Woods’ pay to $20.50 per hour. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjust Ernie Wylie’s pay to $15.50 per hour. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to increase wages 2% for all part time and full time employees, in addition to adjustments, effective the pay period beginning December 29, 2014. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Trustees agreed the casual labor wage rate will remain the same at $14.00 per hour.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. Meeting adjourned at 8:40 p.m.
