Meeting Minutes

January 13, 2015


The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, January 13, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, Karen Shaw, John Gangway, Dan Barlow, Diane Belden, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the December 23 Public Hearing minutes and the December 23 Board of Township Trustees regular meeting minutes which included the reorganization for 2015 as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last two payrolls in the amount of $62,389.40. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ron Lajti, Ottawa County Engineer, announcing the scheduling of road tours and project consultations for the month of March.

A letter from John Schaffner, The Beacon, regarding legal advertising in their newspaper.

Notification from Virginia Park, Ottawa County Recorder, regarding Zoning Resolutions and Amendments per the Ohio Revised Code. The fees are $50 for a resolution and $20 for an amendment.

Notice from The Ottawa/Lucas East County FSA Office of New Farm Bill public meetings offered on both January 22 and 27, 2015 at 240 W. Lake Street, Oak Harbor.

Zoning

Matt Montowski said there were 131 zoning permits and variances issued in 2014 with a total of $13,290.72 collected in fees.

Fire and Safety

Fire Chief John Gangway said the CIVFD had a combined total of 429 runs in 2014 of which approximately 90 percent were EMS runs.

John Gangway said they need to make repairs to the ladder racks on the fire trucks. He said repairs can be made in house but the parts will cost approximately $1,500.

The Trustees agreed the ladder racks should be repaired.
Maintenance

Maintenance Supervisor Dan Barlow presented a copy of the Ohio EPA Report he is submitting with regard to the compost facility.

Dan Barlow said due to some conflicting work schedules with seasonal snow plow drivers he would like to add two additional casual labor. He requested Randy Riedmaier and Jordan Davenport.

The Trustees agreed Randy Riedmaier and Jordan Davenport be hired as casual labor personnel for the main purpose of winter road maintenance.

Dan Barlow said he would like to purchase an additional tool cabinet and tools for the maintenance building totaling approximately $1,000.

The Trustees agreed tools and a tool cabinet can be purchased for maintenance with a cost of approximately $1,000.

Fiscal

Fiscal Officer Karen Shaw presented the December 2014 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw stated the Annual Report has been submitted for the year ending December 31, 2014 and is on file at the township. Notification was sent to The Beacon for publication.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2015.

Matt Montowski made a motion to adopt the Annual Appropriation Resolution for the Fiscal Year 2015 as presented by Fiscal Officer Karen Shaw in the amount of $3,890,309. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to allow the Fiscal Officer to create Blanket Certificates in 2015 not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. Gary Mortus seconded the motion. All voted aye. Motion carried.

New Business

The Trustees agreed the township would continue to purchase police uniforms and related items for officers from approved suppliers or reimburse officers for said items with an annual allowance for full time officers of $650 and part time officer(s) $250. The unused balance of the annual allowance is not carried over from year to year.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 7:55 p.m.
