Catawba Island Township Board of Township Trustees

Meeting Minutes

January 27, 2015

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, January 27, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Dan Barlow, Diane Belden, Dave Belden, Ellis Adolph, Jack DeVore, Randy Riedmaier, and Reggie Langford.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the January 13 Board of Township Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $44,165.62. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from Frontier Communications regarding an easement proposal for a Marine Fiber Optic Cable extending from Northwest Catawba Road to South Bass Island.

A letter from Ohio Plan Risk Management, Inc. announcing they will provide cyber liability coverage to each Ohio Plan member effective with the 2015 renewal.

The January newsletter from the Port Clinton Area Chamber of Commerce.

Fire and Safety

Fire Chief John Gangway discussed an update to the countywide mutual aide agreement including a ninety day window to opt out of the agreement.

Maintenance

Maintenance Supervisor Dan Barlow said the township will soon receive a load of salt and then they should be good with the winter salt supply.

The Trustees and Dan Barlow agreed to a road tour date of Monday, March 9 at 8:30 a.m. with the Ottawa County Engineer’s Office.


New Business

On behalf of Port Clinton City Schools Dave Belden thanked Gary Mortus for serving on the Business Advisory Council for the schools.

Reggie Langford asked the Trustees about the possibility of widening the berm on Schoolhouse Road. The Trustees said they would discuss it with the county engineer during the upcoming road tour.

Gary Mortus made a motion to appoint Matt Montowski as the Ohio Certified Public Records Training Designee of Behalf of the Township Trustees and the Fiscal Officer at the OTA training on January 28, 2015. Matt Montowski seconded the motion.
William Rofkar said he intends to attend the public records training himself during his term. Vote on motion Gary Mortus, aye; Matt Montowski, aye; William Rofkar, opposed. Motion carried.

Gary Mortus said regarding the easement proposal from Frontier Communications he is not certain of the ownership of the property in question and he is having the county engineer look into the matter. Gary Mortus said he believes the area is an extension of the county road.

Gary Mortus discussed the increased price of salt for 2015. He said the township currently has an agreement with the Ottawa County Engineer of a 75/25 split for the cost of the salt in exchange for the township plowing the county road. Gary Mortus said with the cost of salt being three times higher than normal he proposes a 50/50 split for the cost of salt just for 2015 based on the current high price. Gary Mortus said the 50/50 split was requested by the Ottawa County Engineer’s Office. The agreement will return to a 75/25 split next year.

Matt Montowski made a motion to amend the current agreement to a 50/50 split for the cost of salt with the county engineer in exchange for plowing Northwest Catawba, the county road. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 7:50 p.m.
