Catawba Island Township Board of Township Trustees

Meeting Minutes

July 14, 2015

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, July 14, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Ernest Wylie, Diane Belden, Reggie Langford, Steve Heineman, Jack DeVore, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the June 23 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last two payrolls, in the amount of $73,429.82. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Tomi Johnson regarding a number of concerns and requesting a letter be sent to a neighboring property owner if there is an ordinance requiring trash pickup in a timely manner.

A letter from the Ottawa County Engineer’s Office regarding Round 30 SCIP and LTIP funding as administered by the Ohio Public Works Commission.

A memo from Ottawa County Prosecuting Attorney Mark Mulligan regarding health care coverage and the Affordable Care Act (Obama Care) provisions that penalize health insurance premium reimbursement.

A letter from the office of Attorney General Mike DeWine regarding an $11.5 million rock salt settlement.

A letter from the Ohio Department of Natural Resources regarding approval of request and permission granted to place swim area buoys in the waters of Lake Erie near Gem Beach.

A recall notice from Ford Motor Company for a police vehicle.

A letter from the Ottawa County Farm Bureau regarding collaboration with the Ottawa Soil and Water Conservation District to provide a water quality display and events at the Ottawa County Fair with a policy discussion to be held July 26 at the fair.

Notification from the Ottawa County Farmers Union for a picnic and meeting July 8.

Fiscal

Fiscal Officer Karen Shaw presented the June 2015 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were seven zoning permits and one variance issued for the month of June with a total of $998.32 collected in fees.


Maintenance

Maintenance Supervisor Dan Barlow presented a quote from JVS Garage Door Co. for $591 to install an electric door opener and provide an electric outlet in the police cruiser garage bay located at the former fire station.

Trustees agreed the electric door opener and outlet should be installed.

Dan Barlow presented quotes from Severe Service and Port Clinton Ford for four tires for the maintenance truck.

Trustees approved the purchase of four tires from Port Clinton Ford for a total of $613.28 ($153.32 each).

New Business

Reggie Langford talked about Gypsy moths returning to Catawba Island and infecting blue spruce trees. He said he submitted an article to The Beacon with photos. Concerned residents should call Reggie Langford as requested in the submitted article.

A lengthy discussion took place regarding ongoing concerns at the compost facility.

Matt Montowski said he received a call from a resident asking if the Trustees were interested in purchasing property on Muggy Road to add to the township parks.

The Trustees agreed they are not interested in purchasing additional property at this time.

The Trustees agreed the concerns expressed in the letter from Toni Johnson are not zoning issues and townships can not pass ordinances.

Gary Mortus made a motion to waive an exit conference to review the agreed-upon procedures audit report as received by the Auditor of State. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to pass a resolution declaring the official intent and reasonable expectation of the Catawba Island Township on behalf of The State of Ohio (The Borrower) to reimburse its General Fund for the project entitled TR144, 145, 235, and 1158 and Other Resurfacing, Project No. CE12S/CE13S with the proceeds of tax exempt debt of the State of Ohio. The maximum aggregate principal amount of bonds, other than for cost of insurance, expected to be issued by the State of Ohio for reimbursement to Catawba Island Township is $32,809. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:36 p.m.
