Catawba Island Township Board of Township Trustees

Meeting Minutes

November 10, 2015

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, November 10, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
John Gangway, Suzy Wittenmyer, Theo Dunham, Renee DeVore, Jack DeVore, and
Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the October 27 Board of Trustees regular meeting minutes as received. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $79,561.74. A payment of $17,170 to Holcomb Enterprises for Moore’s Dock Road resurfacing and a payment of $10,446 to G W Contractors for repairs to the salt shed were included in the total. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

The following correspondence was received by the township:

A letter from Ronald and Diane Carleton expressing their disappointment in dealings with a tree and landscaping business they hired and requested of the Trustees to look into the matter.

The Trustees agreed they do not intervene in private matters between residents and contractors.

A letter from the Ohio Department of Natural Resources regarding a Submerged Lands Lease application submitted to the ODNR identifying Catawba Island Township as an adjacent littoral property owner.

Notification from ODNR of Environmental Grant Workshops offered the end of November.

A letter from the Ohio Department of Public Safety regarding vehicles that display gratis license plates.

Fiscal

Fiscal Officer Karen Shaw presented the October 2015 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were ten zoning permits and three variances issued for the month of October with a total of $1,529.43 collected in fees.


Maintenance

Gary Mortus said the paving contractor returned and the road resurfacing project on Moore’s Dock Road is now complete to their satisfaction.

Gary Mortus made a motion to approve an additional $35 to Buck and Knobby for the transportation costs associated with the recent rental of the frontend loader. The loader was used to move the grindings during the township roads resurfacing project.

Gary Mortus made a motion to purchase two tires for the backhoe from Tri County Tire Inc. for a total cost of $1,853.50. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to purchase a Toro snow blower from Bill’s Implement for $569.95. William Rofkar seconded the motion. All voted aye. Motion carried.

The Trustees agreed township maintenance personnel could use the backhoe to make a trench in the Cedar Meadows Preserve per the request of the Park Board.

New Business

Theo Dunham and Suzy Wittenmyer expressed their interest in a bike trail and asked about the possibility along West Catawba Road or through the island corridor.

The Trustees said the island corridor is all privately owned property and that West Catawba Road is not wide enough for a full bike path. The Trustees said they have been working with the Ottawa County Engineer in an effort to widen both sides of the West Catawba Road berm two to three feet from Cemetery Road north to the point during the county’s road resurfacing project next year.

Gary Mortus made a motion to approve expenses for the Township Trustees and Fiscal Officer to attend the 2016 Ohio Township Association Conference January 27 through 30.
William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
