Meeting Minutes

April 26, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, April 26, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, Allen Stryker, Stephanie Kowal, Cooper Kowal, Rebecca Schroeder Perry, Jonathan Perry, James Perry, Kim Auxter, Elliot Auxter, Deanne Kramer, Bill Kramer, Richard Smetzer, Glenda Ward, Diane Belden, David Belden, Reggie Langford, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the April 12 Public Hearing meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve the April 12 Board of Township Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $49,362.69. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Scott and Lisa Murphy concerning issues with the property located at 3607 NW Catawba Road.

A letter from Alexandra Johnson, Port Clinton Middle School Cheer Coach, requesting use of the Community Hall for their Cheer Camp July 25 through 29, 2016.

Trustees agreed the PCMS Cheerleaders can use the Community Hall and waived the fee.

Notification from the Ottawa County Sanitary Engineering Department of Annual Backflow Assembly Testing required at various township locations.

Maintenance Supervisor Dan Barlow confirmed the annual testing has been completed.

A letter from the Black Swamp Conservancy regarding the annual monitoring visit to the Cedar Meadow Preserve property in the fall of 2015.

Maintenance

Maintenance Supervisor Dan Barlow said he received a quote of $1,150 from Henry W. Bergman, Inc. for oiling the compost road. He said verbal price quotes received from two other vendors were $2,000 or more.

Gary Mortus made a motion to contract with Henry W. Bergman, Inc. for $1,150 to dust control spray the compost road. Matt Montowski seconded the motion. All voted aye. Motion carried.


Zoning

Matt Montowski said there were nine zoning permits issued in March with a total of $636 collected in fees.

New Business

Trustees welcomed visitors from Boy Scout Troop 360 who were attending the meeting to work on their Citizenship Badge which required attending a public meeting and reporting what they learned.

Gary Mortus proposed selling the chipper on Govdeals.com and purchasing a crack sealer for the roads to eliminate scheduling conflicts when borrowing the equipment from Danbury or renting the equipment from another source. He said they will look into the cost of a crack sealer.

Matt Montowski presented a quote from Michelle Ish of The HR Department for $1,100 to review and update the township personnel manual.

Gary Mortus made a motion to contract services with The HR Department, Human Resouces Specialist Michelle Ish, for 20 hours at $55 per hour to review and update the Catawba Island Township Personnel Manual with a cost not to exceed $1,100. Seconded by Matt Montowski.
All voted aye. Motion carried.

Matt Montowski said he will follow up with Michelle Ish on the project.

William Rofkar said a letter from Katja Rall-Koepke was received at the last meeting requesting permission to have a linden tree planted near the grave sites where her parents are buried. He said the Trustees are in agreement with the request and the memorial tree will be planted in the location approved by Dan Barlow.

William Rofkar said he will follow up regarding concerns with the uninhabited property at 3607 NW Catawba Road. The Trustees agreed that, if necessary, township maintenance personnel will mow the property a few times at a cost of $125 per hour and the property owner will be assessed the charges on their tax duplicate.

Gary Mortus made a motion to renew the annual Workers’ Compensation Group Rating
Program contract through CareWorksComp for $1,996 with services beginning July 1, 2016.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
