Meeting Minutes

May 10, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, May 10, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Allen Stryker, Richard Smetzer, Diane Belden, David Belden, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the April 26 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $53,434.10. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from CIVFD member Kevin Gibbons requesting use of the Community Hall for a family gathering.

The Trustees agreed Kevin Gibbons could use the Community Hall and waived the fee.

A resolution from American Legion Post #113 of Port Clinton requesting a donation for decorating graves, conducting Memorial Services, and properly observing Memorial Day within the township.

Matt Montowski made a motion to approve a donation in the amount of $200 to the American Legion Post #113 of Port Clinton for observing Memorial Day at Catawba Island Township Cemetery. Gary Mortus seconded the motion. All voted aye. Motion carried.

A letter from the Catawba Cliffs Association, Inc. regarding potential use of the Community Hall or the Township Hall conference room for regular monthly Board of Director meetings.

The Trustees agreed the Catawba Cliffs Association Board of Directors could use the front room of the Community Hall for their monthly meetings using the current fee schedule.

An invitation from The United Way of Ottawa County to attend the Ottawa County Summit on Aging to be held Tuesday, June 7, at Camp Perry.

A postcard regarding potential membership with the Ottawa County Safety Council.

A solicitation for funds from Euclid Pet Pals of Euclid, Ohio.

Fiscal

Fiscal Officer Karen Shaw presented the April 2016 financial reports and bank reconciliation. There were no questions or concerns.

Fire and Safety

Fire Chief John Gangway said JVS has begun to replace and repair the personnel doors at the fire station. He said one lever handle was left off the quote which will result in an additional cost of approximately $125.

The Trustees approved the additional lever cost of $125.

Maintenance

Maintenance Supervisor Dan Barlow presented four quotes for repairing the two tennis courts at Heigel Park: The Courtsmiths - $68,955, The Kreimes Co. - $38,850, Pete DeLois Recreations Outlet - $62,120.25 and Industrial Surface Sealer, Inc. - $18,690.

Gary Mortus made a motion to contract with Industrial Surface Sealer for $18,690 to repair the two tennis courts at Heigel Park. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented two quotes for grinding at the compost facility: David Price Metal Services for $1,975 and Barnes Nursery for $3,900.

Gary Mortus made a motion to contract with Dave Price for $1,975 for compost grinding per provided quote. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said the catch basin near Bay Point Circle needs repaired.

The Trustees agreed township maintenance personnel should make the necessary repairs.

The Trustees agreed to sell the chipper and one snow plow, both no longer needed, on govdeals.com.

The Trustees agreed the chapel should be painted and the old plastic removed from the windows.

Dan Barlow said the old fire station is also in need of being painted. He suggested contracting both buildings at the same time and said he would get estimates.

Dan Barlow said maintenance personnel will be attending a safety training class at Portage Township on May 18.

Zoning

Matt Montowski said there was one zoning records request, nine zoning permits and four variances issued in April with a total of $1,695.48 collected in fees.

Matt Montowski said it is necessary to hire outside legal counsel for the zoning inspector because Ottawa County Prosecutor Mark Mulligan will be representing the Board of Zoning Appeals and therefore cannot also represent the zoning inspector in the appeal.

Matt Montowski made a motion to hire John Coppeler of Flynn, Py & Kruse Co., LPA, as recommended by Mark Mulligan, to represent the Trustees and Zoning Inspector Walter Wehenkel in the appeal. Gary Mortus seconded the motion. All voted aye. Motion carried.


New Business

The Trustees briefly discussed the global mapping system utilized by the county and how township zoning personnel have benefited from shared use of the mapping program.

Gary Mortus made a motion to pass a Resolution that Catawba Island Township, Ottawa County, support the collaboration of a shared GIS Expansion Initiative project and provide this resolution recognizing the potential benefit of the Ottawa County Commissioners coordination of this project and supporting their submission of a Local Government Innovation Loan Fund application.
Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar said the Environmental Protection Agency inspector recently inspected the compost area and informed him that they did not have any concerns and were happy with the way the facility appeared. He said it was a good report and they were forwarded the daily log sheets as requested following the inspection.

William Rofkar said he spoke to a Commodore Perry representative regarding the Eaton property and they have lined up a contractor to cut the grass and they are expecting the Sheriff’s Sale to be scheduled in the next two to four weeks.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:14 p.m.
