Meeting Minutes

June 28, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, June 28, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Diane Belden, Richard Smetzer, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the June 14 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $87,317.52. The total includes a payment of $44,445 to Hylant Administrative Services for property and liability insurance. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Engineer’s Office regarding Round 31 SCIP and LTIP funding as administered by the Ohio Public Works Commission.

A letter from the Ottawa Regional Planning Commission regarding the annual assessment in support of the Ottawa Regional Planning Commission for the period July 1, 2016 to June 30, 2016. The fee is based on a 2010 population of 3,599 persons at a rate of $0.60 per person for a total fee of $2,159.40.

Matt Montowski made a motion to participate in the Ottawa Regional Planning Commission’s annual assessment at the rate of $0.60 per person for a total of $2,159.40. Gary Mortus seconded the motion. All voted aye. Motion carried.

Notification announcing the Ottawa County Township Association quarterly meeting to be held Thursday, July 28, at Bay Township. The program will be Heidi Fought from the Ohio Township Association.

From the U.S. Postal Service a builder and developer information packet for the use and installation of cluster box units.

Notice from the Ohio Division of Liquor Control with regard to 1812 at the Island House LLC Tiki Hut & Patio & 18 Hole Course located at 2590 E Sand Road.

Gary Mortus made a motion to waive a hearing with the Ohio Division of Liquor Control regarding 1812 at the Island House LLC. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said painting will begin at the chapel and old fire station next week. He said the crack machine will be delivered Wednesday, June 29, and they will need to purchase additional sealing material for the roads.

Dan Barlow presented an estimate from Port Clinton Glass for $242.10 to replace insulated glass in the north end door of the Community Hall.

Trustees agreed the glass in the Community Hall door should be replaced.

Dan Barlow said he felt that some of the landscaping around the veterans area in the cemetery and around the administration building needs to be replaced.

The Trustees agreed and asked Dan Barlow to get quotes from Barnes and Thompson Landscaping.

Dan Barlow asked if it would okay if the maintenance department widen the path through the Nature Preserve. The Trustees agreed the path through the Nature Preserve should be widened.

Gary Mortus said a resident expressed concern about a tree in the road right of way hanging over a couple properties on Porter. He said the tree is starting to drop branches and should be trimmed but otherwise is in good condition. Dan Barlow said he will have the tree trimmed.

Dan Barlow said the road patch due to the utility cut on Sand Road needs to be repaired. He said the asphalt has dropped down and needs to be brought back up to grade. Gary Mortus agreed to call the utility company regarding the issue.

New Business

Matt Montowski said the Ohio Department of Natural Resources recently held a public meeting to announce funding has been secured for facility improvements at Catawba Island State Park. William Rofkar said individuals interested in downloading the presentation from the meeting or sharing ideas should visit http://parks.ohiodnr.gov/catawbaisland.

William Rofkar said he would like to approach the Zoning Commission regarding uses within C3 and possibly other districts because he has a real concern about their permitted uses. Matt Montowski said he has discussed the concern with the zoning inspector and he will include it with the text amendment changes.

Matt Montowski made a motion to approve a Then and Now Purchase Order to Hylant Administrative Services in the amount of $44,445 for the Ohio Plan Policy Premium less the Advantage Credit. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
