Meeting Minutes

August 9, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, August 9, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Ernest Wylie, Jeff Hickman, Jim Sass, Kelly Frey, Gino Monaco, Diane Belden, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all followed by a moment of silence in memory of
Police Chief Robert Rogers.

Gary Mortus made a motion to approve the July 26 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $69,294.65. The total includes a payment of $18,690 to Industrial Surface Sealer, Inc. for the resurfacing of two tennis courts at Heigel Park. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Windau Inc. announcing the sale of their plumbing, heating, and air conditioning business to Gundlach Sheet Metal Works Inc.

A letter from US Bank announcing equipment leasing solutions for municipalities.

Fiscal

Fiscal Officer Karen Shaw presented the July 2016 financial reports and bank reconciliation. There were no questions or concerns.

Fire and Safety

Fire Chief John Gangway said Mike McMaken and Brian Washburn completed their probation period with the department. He said a few other members will be attending training in the next few weeks as previously approved.

John Gangway said a battery exploded on Engine 224. He said it completely blew apart spraying acid on five sets of turnout gear and equipment. He said they cleaned the gear and equipment and it does not seem to be damaged. John Gangway said Crown Battery replaced the battery for free and are evaluating the battery. He said the fire department is also having the charging system evaluated to make sure it is not over charging.

Trustees agreed the fire department could purchase various hose and related equipment needed from Fire Safety Services $1,688 and Finley Fire $1,340 as presented by John Gangway.


Zoning

Matt Montowski said there were thirteen zoning permits and four variances issued in July with a total of $2,047.48 collected in fees.

New Business

Ottawa County Commissioner Jim Sass along with Kelly Frey and Gino Monaco from the Ottawa County Sanitary Engineers office spoke regarding the upcoming maintenance required (inside and outside) to the county water tower located on Cemetery Road behind the township maintenance building. They said the water tower is 17 years old and still has the original paint. Jim Sass said Lake Erie Shores and Islands recently partnered with Huron to paint their water tower, located along Route 2 in Huron, with the Lake Erie Shoes and Islands logo contributing $150,000 toward the total project cost of $285,100.

Gino Monaco said Lake Erie Shores and Islands is considering partnering with funding for an additional water tower painted with their logo, possibly Catawba Island or Danbury water tower locations. He said the water tower located on Catawba Island will be painted in the spring of 2018 and they wanted to include the Trustees in the decision making process for the paint scheme.

The Trustees said due to the potential cost savings they understand why the county would want to partner with Lake Erie Shores and Islands for the project.

Randy Riedmaier expressed discontent with the possibility of the water tower being painted with the Lake Erie Shores and Islands logo.

Gary Mortus made a motion to participate in the OPEC Group Life Program offered through The Standard as proposed by Ohio Insurance Services Agency, Inc. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to appoint John Gangway as permanent Police Chief with a pay increase to $31.00 per hour effective with the pay period beginning August 8, 2016. Gary Mortus seconded the motion. All voted aye. Motion carried.

John Gangway accepted the appointment of Chief of Police for Catawba Island Township.

A brief discussion took place regarding the need to appoint a new Fire Chief in the next few months.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
