Meeting Minutes

August 23, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, August 23, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Ernest Wylie, Diane Belden, Jim Stouffer, Chad Alexander, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the August 9 Board of Township Trustees regular meeting minutes and the August 9 Public Hearing minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $67,509.34. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from John Rick regarding concerns he has about the property located at 4405 Konker Road including uncut grass and an overhanging tree branch. Pictures of the property were enclosed.

An email from Lisa Brohl of the Put-in-Bay Township Park District regarding a proposed Lake Erie Water Trails map. She would like Trustee input for two of the proposed access sites believed to be owned by Catawba Island Township and permission to add the two stops to the guide.

A letter and capabilities brochure from David Belden of the O.E. Meyer Company with highlights regarding employee ownership and company expertise.

Notification from the Ottawa County Board of Elections regarding the General Election, Tuesday, November 8, 2016 and use of the community hall as a polling location and details for setup.

The 2015 Annual Report from the Ohio Utilities Protection Service.

The Summer/Fall 2016 Newsletter from the Ottawa Soil and Water Conservation District.

A letter from the WSOS Community Action Commission regarding the non-profit organization that receives State and federally funded grants to offer free home repairs to eligible applicants in the community. Enclosed brochures will be placed in the lobby of the township administration building.

A postcard announcing the second annual Beyond Response: Joining Forces to Serve in Disasters conference to be held October 7 and 8, from 8:30 a.m. to 12:30 p.m. at The Chapel in Sandusky.

Maintenance

Maintenance Supervisor Dan Barlow said the sign in front of the administration building is falling apart and they are removing the sign to make repairs. He also said they are keeping up with the crack sealing repairs on township roads.


Fire and Safety

Fire Chief John Gangway presented three applications for new CIVFD members.

Matt Montowski made a motion to approve the following applicants for CIVFD membership: Robert Sedlock, David Angyal, and Genna Blakley. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve an expenditure of $2,548.80 to Bender Communications for six pagers for the fire department. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees agreed Police Chief John Gangway could move forward with advertising for a full time police officer.

Trustees approved the purchase of a lapel microphone and two portable batteries for the police department for a total of $292.30 from Cleveland Communications.

Police Chief John Gangway requested to send Mike Woods to radar instructor’s school in Richfield in October for a four day class at an OPOTA satellite training location. He said there is no cost for the class however mileage reimbursement is requested.

John Gangway also requested to send Jim Stewart to a four day shotgun instructor’s class in London in November with a cost of $570 and OPOTA supplies the ammunition for the class. He said lodging and mileage reimbursement is requested.

Trustees approved both training classes and agreed it is good to train individual officers who will then train the remaining township officers in house.

Fiscal

Fiscal Officer Karen Shaw said notification was received from the Ottawa County Budget Commission that Catawba Island Township’s share of Local Government funds for 2016 is estimated to be $16,664.01.

William Rofkar made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2017. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills.
Matt Montowski seconded the motion. Roll Call Vote: Gary Mortus, aye; William Rofkar, aye;
and Matt Montowski, aye. Motion Carried.

Karen Shaw said a police fund donation of $100 was received from Jeff Brown in memory of former Police Chief Bob Rogers.

Zoning

Matt Montowski said Walter Wehenkel has requested to change his Friday morning office hours to Thursday morning hours. The Trustees agreed the zoning inspector’s office hours will be Tuesday afternoons 12:30 p.m. to 4:30 p.m. and Thursday mornings 8:30 a.m. to 12:30 p.m.

New Business

Jim Stouffer expressed concerns with the possibility of Ottawa County partnering with Lake Erie Shores and Islands to paint their advertising on the county water tower located in Catawba Island.

Matt Montowski said the decision by county officials was not final and he is confident they will have a positive response to the Trustees request to keep the new paint project matching the current paint scheme.

Gary Mortus made a motion to approve a letter to Ottawa County Commissioner Jim Sass and Ottawa County Sanitary Engineering officials expressing the Trustees objections to an advertising paint job on the water tower located in the township. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to authorize Ottawa County Engineer Ron Lajti to act on their behalf with regard to the current road resurfacing contract. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to participate in the Ottawa County Engineer’s road salt program for the 2016-2017 winter and request up to 350 tons. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski said there is standing water at the west harbor boat launch when it rains and the area is in need of stone, however it is believed the stone is being continually washed away by water runoff from the Marine Max building.

Gary Mortus said he will talk to his contact at Marine Max and see if there is an agreeable solution to the water runoff problem.

Gary Mortus made a motion to participate in the ACA Small Employer Reporting Program as offered by Ohio Insurance Services Agency, Inc. for the tax year 2016 at an annual cost of $50 plus $15 per covered employee. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Trustees said Ottawa County Prosecutor Mark Mulligan has requested permission to use a thank you letter signed by the Trustees in his election campaign materials. Trustees agreed approving his request is not an endorsement but as a matter of public record he would be allowed to use the documentation. Trustees agreed they appreciate the services Mark Mulligan has offered the township over the years.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
