Meeting Minutes

October 11, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, October 11, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, Ernest Wylie, Kathy Wylie, Kurtis Wylie, Briana Busby, Eric Schramm, William Moore, Diane Belden, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the September 27 Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $36,719.95. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter of resignation from Catawba Island Volunteer Fire Department Fire Chief John Gangway effective upon the appointment of his replacement. Fire Chief John Gangway stated in the letter that he intends to continue his service as a firefighter and EMT.

A letter from Zoning Inspector Walter Wehenkel informing Trustees his last day of employment with the township will be November 22, 2016.

A letter from Ted Johnson of the Ohio Division of Wildlife and coordinator for Ohio’s “Save the Habitat. Save the Hunt.” National Wild Turkey Federation initiative, requesting use of the community hall to conduct a hunter education course in November.

Trustees agreed Ted Johnson could use the community hall and waived the rental fee as the course is being offered free of charge.

A letter from Ottawa County Riverview Healthcare Campus regarding their planned renovation projects and an invitation to a Public Official’s Breakfast or Dinner in October to learn more about the projects.

A letter from the Ohio Department of Natural Resources regarding their Urban Forestry Assistance Program.

A letter from Heartbeat of Ottawa County regarding an upcoming fundraiser.

Fiscal

Fiscal Officer Karen Shaw presented the September 2016 financial reports and bank reconciliation. There were no questions or

Police

Police Chief John Gangway said the in car cameras are on order for the new police car and the 2014 Explorer. He said Cleveland Communications is scheduled to transfer the new radios into the cars within the week.

John Gangway said Mike Woods will be attending a RADAR LiDAR Instructor class the third week of October at the Ohio Peace Officer Training Academy in Richfield.

John Gangway said the police department has received fourteen applications for the advertised police officer position and they are evaluating the applications. He said the intent is to narrow them down to four or five candidates and include Trustee Rofkar in the interview process.

Fire and Safety

Fire Chief John Gangway reported Genna Blakely will be starting a CPR Instructor class at Vanguard on Saturday, October 15.

John Gangway said tires for squad 228 are on order from Severe Tire and will be installed within the next two weeks.

John Gangway provided a quote from Fire-Safety Services for four helmets at $250 each plus helmet fronts for an additional $42 each.

Matt Montowski made a motion to approve the purchase of four helmets and fronts from Fire Safety Services for a total of $1,168. Gary Mortus seconded the motion. All voted aye. Motion carried.

John Gangway said the Fireman’s Association met on Monday, October 10, and after deliberation recommended Kevin Wylie for the position of Fire Chief.

Matt Montowski made a motion to appoint Kevin Wylie as the new Catawba Island Volunteer Fire Department Fire Chief. Gary Mortus seconded the motion. William Rofkar said Kevin Wylie has served on the fire department for over 26 years and has worked his way up from Lieutenant and Captain and is capable and deserving of the position. All voted aye. Motion carried

Kevin Wylie was sworn in as Fire Chief by Trustee William Rofkar.

Gary Mortus made a motion to accept the resignation of John Gangway as CIVFD Fire Chief.
Matt Montowski seconded the motion. Gary Mortus said John Gangway has done a great job and they appreciate his service as fire chief. Gary Mortus said they are happy he will be continuing his service as volunteer firefighter and EMT in addition to his responsibilities as Police Chief and they appreciate his continued service to the township. All voted aye. Motion carried.

John Gangway said the Fireman’s Association approved the purchase of a medication drop off box to be placed in the police department if approved. A brief discussion took place regarding the potential placement and location of a medication drop off

Maintenance

Dan Barlow said the Ottawa County Engineer’s Office notified him this week they would not get to the scheduled road repairs this fall as planned. He said the work will now be completed in 2017.

Gary Mortus made a motion to contract with The Kreimes Company for $3,174 to repair the west end of Wine Cellar Road. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan discussed a walk through of the Chapel with Ottawa County building official Tracy Buhrow. He will get back to Dan with his recommendations and potential cost. He said they are also going to have an architect look at the structural soundness of the steeple.

Zoning

Matt Montowski said there were twelve zoning permits and one variance issued in September with a total of $1,066.60 collected in fees.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 8:11 p.m.
