Catawba Island Township Board of Township Trustees

Meeting Minutes

January 10, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, January 10, at 7:30 p.m. in the conference room.

In attendance were Trustees: Gary Mortus, Matt Montowski, and William Rofkar;
Fiscal Officer Karen Shaw; Maintenance Supervisor Dan Barlow; Police Chief John Gangway; Fire Chief Kevin Wylie; also attending were Julie Wylie, William Moore Jr., Sarah Moore, Diane Belden, Douglas Crowell Sr., Douglas Crowell Jr., Richard Smetzer, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the December 27 Public Hearing meeting minutes and the Board of Township Trustees regular meeting minutes as presented. The regular meeting minutes included the reorganization for 2017. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll in the amount of $43,074.12. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Jill Taylor from Life Line Screening requesting use of the Community Hall at no cost or a reduced fee to hold a Life Line Screening preventative health event.

The Trustees agreed Life Line Screening could rent the Community Hall at the regular fee.

A notice from the Ottawa County Township Association announcing the quarterly meeting to be held at the Carroll Township Hall Thursday, January 19.

Fiscal

Fiscal Officer Karen Shaw presented the December 2016 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2017.

Gary Mortus made a motion to adopt the Annual Appropriation Resolution for the Fiscal Year 2017 as presented by the Fiscal Officer in the amount of $4,387,000. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to allow the Fiscal Officer to create Blanket Certificates in 2017
not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. Gary Mortus seconded the motion. All voted aye. Motion carried.

Police

Police Chief John Gangway presented a quote for a new Ford police utility from Statewide Ford.

William Rofkar made a motion to approve the purchase of a 2017 Ford Utility from Statewide Ford for $34,795. The cost meets the state bid requirements. Gary Mortus seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow presented quotes for grinding from Barnes Nursery for $15,740; David Price Metal Services for $8,515 (leave material) or $7,200 (remove material); and Universal Farms $10,074 (leave material) or $9,374 (remove material).

Gary Mortus made a motion to contract with David Price Metal Services for $7,200 for grinding, turning material and hauling material off site per provided quote. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow also presented a quote from JVS Garage Door to have the maintenance shop door repaired. Trustees agreed the maintenance garage door should be repaired.

Dan Barlow said the tie rods on the one ton truck need repaired and Port Clinton Ford can replace and align for approximately $500. Trustees agreed the truck repairs should be made.

Dan Barlow also said they ordered two totes of beat juice product and another load of salt for winter road maintenance.

Karen Shaw reported there were a total of 46 interments in the cemetery in 2016.

Fire

Fire Chief Kevin Wylie presented an application for CIVFD membership from Dan Blakley.

William Rofkar made a motion to approve Dan Blakley as a CIVFD member with a probationary period of one year. Gary Mortus seconded the motion. All voted aye. Motion carried.

Kevin Wylie presented a quote from Cleveland Communications for $9,519 for six radios with microphones and eight additional microphones.

William Rofkar made a motion to approve the purchase of six radios and eight additional microphones from Cleveland Communications for $9,519. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to contract with ABCO to repair the hoods above the stoves and test related equipment at the Community Hall for $1,927 and at the fire station fire $1,304.23 per provided quotes. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow said they will also purchase an additional fire extinguisher for the Community Hall.


Zoning

Matt Montowski said there were three zoning permits and one zoning book sold in December with a total of $206.92 collected in fees.

Matt Montowski said there were 92 zoning permits and 22 variances issued in 2016 along with a few other related items with a total of $12,495.22 collected in fees.

Other Business

William Rofkar made a motion to go into executive session to discuss the compensation of an employee. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to reconvene from executive session. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to enter into a contract with Cleveland Communications for annual preventative maintenance for two civil defense sirens with a total cost of $1,560. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:55 p.m.
