Catawba Island Township Board of Township Trustees

Public Hearing

May 2, 2017


Trustee Chairman Matt Montowski called the Public Hearing to order Tuesday, May 2, at
6:00 p.m. in the conference room of the administration building.

In attendance were Township Trustees: Gary Mortus, William Rofkar, and Matt Montowski Zoning Inspector Todd Bickley and Fiscal Officer Karen Shaw

Also in attendance were: Nancy Kline, Dan Kline, Linda Finke, Todd Finke, Steve Diskin, Kevin Wylie, John Kronberg, Len Partin, John Coppeler, and Tom Nichelson

Matt Montowski reviewed application #008772 submitted by Heiberg, Inc., John Kronberg, President, for Wineside Residences at Mon Ami, a Planned Unit Development (PUD).
Matt Montowski said the meeting is a continuance of the April 11, 2017 Public Hearing of the development concept submitted as a walkable, connected community surrounding Mon Ami.

Len Partin discussed the changes submitted and new drawings which included amplifications of the smaller individual clusters as well as landscaping and white vinyl fence around the Kline and

Finke properties, a rendering of development signage with landscaping, and additional landscaping drawings. Len Partin said the accessory buildings will now be single story at
fourteen foot eight inches in height rather than two story structures.

A lengthy discussion took place regarding each of the following points:

The Trustees said they feel there should be a 20 foot setback between buildings. Len Partin said the units are configured with a 12 foot setback between buildings as discussed in the first meeting.

Trustee Rofkar expressed concern with the lack of dedicated parking spaces in close proximity to each dwelling.

Trustees asked about the green space in dedicated areas of the development and why certain areas were not labeled as green space. Len Partin said the final drawings will reflect the area as green space, but it is currently open space in the R-E zoning and offers flexibility in the density.

Len Partin said ODOT had concerns with two driveways off Route 53 and therefore plans are to eliminate the southern driveway and retain the northern driveway at 526 NE Catawba Road with both ingress and egress at Route 53. Len Partin said ODOT also liked the idea of a driveway off West Catawba Road for safety reasons.

Trustees agreed a single ingress and egress driveway off Route 53 would be better than two driveways, but said they are not in favor of an entrance off West Catawba Road.

Trustees said they would like to focus on approving each Phase individually. This resulted in changes to the initial configuration. Trustees agreed to a new Phase 1, Phase 2, and Phase 3 configuration.

Trustees agreed they are not in favor of the guest houses but felt the units could still be built and labeled as garages.

Len Partin agreed they would rededicate the guest houses as garages.

The Trustees reviewed each cluster in Phase 1 to confirm there were no more than 10 dwellings in each of the five modules and therefore meets the density requirements.

A discussion regarding rental of the condominium units took place. Len Partin said they would like the Trustees to agree on a limitation so the condominium units could be rented for less than a week at a time if the renters were participating in a scheduled event at Mon Ami.

The Trustees agreed they are definitely not in favor of less than weekly rentals and they believe the condo units are only eligible for 30 day rental.

Trustees reviewed the proposed location of fire hydrants and asked that the hydrants be shown on the next drawing.

Matt Montowski reviewed specific points of interest and said Trustees are in agreement with the following:

A single two way drive off Route 53 for Phase 1.

The change from two phases to three phases.

There will be no guest houses, only garages.

The green space as presented.

Seven days or longer rentals are okay for any unit.

Matt Montowski said further review is needed for the setbacks between buildings and dedicated parking spaces for each dwelling.

Gary Mortus made a motion to continue the hearing to Thursday, May 11, at 6:00 p.m. in the conference room of the administration building. William Rofkar seconded the motion. All voted aye. Motion carried.
