Meeting Minutes

August 8, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, August 8, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, Ernest Wylie, Rick Smetzer, Diane Belden,
Ryan McBurnie, Lois McBurnie, Lisa Murphy, Dawn Duppert, Jim Duppert, Mary Williams, and Jeff Williams

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the July 25, 2017 Board of Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $45,327.13. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

An invitation from Resurrection Lutheran Church to their 50th Anniversary celebration Sunday, September 10, beginning with the 9:00 a.m. worship service.

A letter from James and Dawn Dubbert expressing concern that the owner of the property located at 3993 NW Catawba Road is parking vehicles for Miller’s Ferry passengers in their yard. Complaint issues include safety concern for visibility at the intersection, wandering individuals, bright car lights, property damage, and potential zoning violation.

Complaint issues include safety concern due to limited visibility at the intersection, parking too close to the fire hydrant, and potential zoning violation.

Matt Montowski said the Zoning Inspector is following up with the zoning related complaints.
He said if the homeowner desired to continue parking vehicles they would need to apply for a zoning variance, pay a fee, and go before the Board of Zoning Appeals and a decision would be rendered. Another option for the homeowner would be to rezone the property from residential to commercial. The Zoning Commission would hear that request and make a recommendation to the Trustees. The Trustees would make the final decision. All meetings would be advertised and open to the public.

A letter from the Ottawa Regional Planning Commission regarding the annual assessment in support of the Ottawa Regional Planning Commission for the period July 1, 2017 to June 30, 2018. The fee is based on a 2010 population of 3,599 persons at a rate of $0.60 per person for a total fee of $2,159.40.


Fiscal

Fiscal Officer Karen Shaw presented the July 2017 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the second half real estate property tax settlement with a net distribution of $552,299.64.

Fire

Fire Chief Kevin Wylie said the fire department has looked into refurbishing the 1993 ambulance. He said the cost to refurbish the 1993 ambulance is approximately $151,319 and a brand new ambulance is around $169,628.

Trustees agreed the CIVFD should look at purchasing a brand new ambulance instead of trying to refurbish the old one.

The Trustees agreed to give permission to the Ottawa County Engineer’s Office to remove the fire hydrant at the intersection across the street from Moores Dock Road.

Maintenance

Maintenance Supervisor Dan Barlow said the new dump truck is in service and they are ready to part with the old dump truck.

Bill Rofkar made a motion to sell the 2008 Ford dump truck on GovDeals.com. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow said a piece of equipment broke at the playground and they are in the process of replacing the item. In addition, he said the mulch is getting thin in areas and needs filled in.

Dan Barlow said he received quotes for 100 cubic yards of certified playground mulch from David Price for $2,100 and Barnes Nursery for $3,100.

Gary Mortus made a motion to purchase 100 cubic yards of certified playground mulch from David Price out of Norwalk for $2,100. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said the mulch will be dumped on site and maintenance personnel will have to transport the mulch to two sites. He said they would like to rent a Bobcat to help distribute the mulch.

Trustees agree maintenance personnel could rent equipment to help transport and distribute the mulch as needed.

Gary Mortus said township maintenance personnel removed the old chimney at the Community Hall as discussed at previous meetings.



Police

Police Chief John Gangway said he expects the new Ford police interceptor to be delivered within the next week.

Zoning

Matt Montowski said there were seven permits and two variances issued in July with a total of $1,018.44 collected in fees.

New Business

Gary Mortus said the township has received estimates from the Ottawa County Engineer for resurfacing township roads in 2018 including: Hickey Ridge Road, estimated cost $26,160; Weyhe Road, estimated cost $109,686; and Twin Beach Road, estimated cost $169,153.

Gary Mortus made a motion to enter into the 2018 Ottawa County Engineer’s Road Hot Mix Program to resurface township roads as listed for a total estimate of $304,997.87. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar discussed work necessary at the chapel. Trustees agreed maintenance personnel can help with interior demolition and other various work as needed on rainy days and as time allows.

William Rofkar said a new gas line needs to be installed and the gas company is willing to come out and install the gas line free of charge. Trustees agree William Rofkar should request the gas line be installed.

William Rofkar presented quotes for the installation of water service at the chapel including: Gill Construction, $31,980; CL Fox Contractors, Inc., $10,850; and Northern Ohio Excavating, $11,845.70. Bill Rofkar said the quote from CL Fox does not include concrete work.

Bill Rofkar made a motion to contract with Northern Ohio Excavating LLC out of Bowling Green for $11,845.70 to have water service installed at the chapel. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to pay a $1,200 permit fee to the Ottawa County Sanitary Engineering Department to tie the water service in at the chapel. Gary Mortus said he is disappointed the county is not willing to waive fees for government agencies. Gary Mortus seconded the motion. All voted aye. Motion carried.

The Trustees agreed to meet with the Parks Board for a work session Tuesday, August 22, at 6:30 p.m. in the conference room of the administration building.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
