Meeting Minutes

September 12, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, August 22, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Diane Belden, Allen Stryker, Mary Williams,
Jeff Williams, Dawn Dubbert, Jim Dubbert, Bruce Buckingham, Lisa Murphy, Richard Helsper, Rick Smetzer, Randy Riedmaier, Connie Batterton, Ken Landon, and Craig Koerpel

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the August 22, 2017 Board of Trustees regular meeting minutes and the August 22, 2017 Special Meeting with the Parks Board minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $99,355.08 including a payment of $34,795 to Statewide Ford for the new police utility vehicle and a payment of $11,845.70 to Northern Ohio Excavating LLC for work recently completed at the chapel. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Engineer’s Office regarding the road resurfacing work scheduled on West Catawba Road from Cemetery Road north to the Miller Ferry dock. Work will continue through October 28.

A letter from Craig Koerpel requesting use of the Community Hall on Monday, October 2, as the Catawba Island Historical Society has arranged for a presentation by the Curator of the Cleveland Natural History Museum.

Trustees agreed the Historical Society could use the Community Hall and waived the fee.

A letter from the Ottawa County Veterans Wreath Committee thanking the community for continued support in bringing Wreaths Across America to the veteran graves in the area and requesting financial support for 2017.

Diane Belden said the Wreaths Across American program will take place at Catawba Cemetery December 16, 2017 at 11:00 a.m.

Fiscal

Fiscal Officer Karen Shaw presented the August 2017 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were fifteen permits issued, two variances and a map amendment in August with a total of $1,902.64 collected in fees.

Maintenance

Dan Barlow presented quotes for grinding mulch, removal of material, and relocating compost material at the compost facility from David Price Metal Services $14,300 and Barnes Nursery $15,690.

Gary Mortus made a motion to contract with David Price Metal Services for $14,300 for the work as proposed. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow presented quotes for surface sealing the road in the township cemetery and parking lot area from Maintenance Systems of Northern Ohio $4,480 and The Kreimes Company $2,649. He said the difference in the price is due to the two different materials used as Kreimes proposes a top sealing product and Maintenance Systems injects a product into the road. Township maintenance personnel will crack seal the road prior to the surface project.

Trustees agreed they liked the longevity of the product proposed by Maintenance Systems.

Gary Mortus made a motion to contract with Maintenance Systems of Northwest Ohio for $4,480 for pavement dressing conditioner to be applied to the road throughout the cemetery and the small parking lot adjacent to the cemetery. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Bruce Buckingham, a licensed bird bander from the United States Geological Survey, asked for permission to conduct research in the nature preserve on Saw Wood Owls. He said the time frame is mid-October to mid-November and he likes to ask permission because research will take place in the evening and local police should be aware as neighbors may call. Bruce Buckingham said he also plans to meet with the Parks Board concerning his research.

Trustees did not have any concerns with Bruce Buckingham conducting research in the nature preserve.

Craig Koerpel announced Connie Batterton will serve as the Catawba Island Historical Society Museum Curator. He said the historical society will launch a membership campaign through the winter months.




Craig Koerpel and Ken Landon from the Catawba Island Historical Society and the Township Trustees signed the lease agreement for the CIHS to lease the Union Chapel for one dollar from Catawba Island Township for a period of ten years commencing January 1, 2018.

William Rofkar said the dump truck sold on Govdeals.com for $18,500.

William Rofkar presented quotes for furnace installation at the Union Chapel from Bayside Comfort $6,988, Ohler and Holzhauer $9,836.97, and Gundlach $8,275.

William Rofkar made a motion to approve installation of a furnace and air conditioning system by Bayside Comfort for $6,988. Gary Mortus seconded the motion. All voted aye. Motion carried.

William Rofkar proposed the purchase of a sanding disk for $399 that will attach to a floor scrubber machine that the township already owns.

Trustees agreed to the purchase of the sanding disk.

Trustees agreed to set Halloween Trick or Treat for the Catawba Township Monday, October 31, from 5:30 to 7:30 p.m.

Gary Mortus said fall clean up will be Wednesday, October 18, through Sunday, October 22. He said dumpsters will be available at the old fire station parking lot across from the Community Hall for residents to discard items excluding paint, tires and hazardous waste.

Gary Mortus agreed to represent the Township Trustees at the Ottawa County Health Department meeting scheduled for 5:30 p.m. on Tuesday, October 10, 2017

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:56 p.m.
