Meeting Minutes

August 28, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, August 28, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Ernest Wylie, Everett Bush, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the August 14, 2018 Board of Trustees regular meeting minutes as amended. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $151,904.53 including payments of $18,787.50 to Lake Erie Tree Service for mulch grinding, $24,814.40 to Breathing Air Systems for half the total cost of the new fill station at the fire department, and $78,976.76 to Buckeye Excavating for work completed on the cemetery drainage project. Matt Montowski seconded the motion. All voted aye. Motion carried.

The Summer/Fall Newsletter from the Soil and Water Conservation District as well as an invitation their 67th Annual Meeting and Banquet scheduled for Wednesday, September 26.

An invitation to the official groundbreaking and prayer ceremony for The Chapel, a new worship center, on Tuesday, September 4.

A letter from Community Support Services inviting Community Representatives, Police, Fire, and EMS departments to Project Connect-Ottawa County on October 19 from 9 a.m. to 3 p.m. at the Sutton Center in Port Clinton. Project Connect is a county-wide Health and Safety event designed to provide residents with a single location, single day event to receive on-site services, resource information and fellowship.

Fiscal

Fiscal Officer Karen Shaw said the township received the second half real estate property tax settlement with a net distribution of $516,868.47.

Karen Shaw said notification was received from the Ottawa County Budget Commission that Catawba Island Township’s share of Local Government funds for 2019 is estimated to be $16,958.80.

Karen Shaw said notification was received from the Ottawa County Health Department that $58,295.12 is to be included in the township budget for support of the General Health District for the fiscal year 2019.

Matt Montowski made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2019. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills. William Rofkar seconded the motion. Roll Call Vote: Gary Mortus, aye; William Rofkar, aye; and Matt Montowski, aye. Motion Carried.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from DeAngelo Brothers (Dbi Services) for $1,600 to spray for weeds along the guardrail on East Sand Road, Rip-Rap area behind guardrail and down to the water’s edge on East Sand Road and the West Harbor Marina Boat Launch Area.

Gary Mortus made a motion to contract with Dbi Services for $1,600 for weed control on East Sand Road and at the Boat Launch area per provided quote. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow presented an estimate from Port Clinton Glass for $449.50 to replace one clear insulated transom glass in the entrance area to the administration building.

Trustees agreed the transom glass should be replaced per the estimate provided from Port Clinton Glass.

Dan Barlow presented an estimate from C.L. Fox Contractors, Inc. for $2,550 to regrade the area surrounding the ditch pump to ease mowing on the steep incline.

Gary Mortus made a motion to contract with C.L. Fox Contractors, Inc. for $2,550 to regrade the edge of the ditch area and haul away excess dirt to the township lot. Matt Montowski seconded the motion. All voted aye. Motion carried.

Trustees agreed Dan Barlow should purchase and place two deer crossing signs on Weyhe Road, one facing each direction.

Fire

Fire Chief Kevin Wylie said the electrical work is complete and the fill station has been installed at the fire department. He said Breathing Air Systems will provide lessons on how to operate the fill station.

Police

Police Chief John Gangway said staffing will be increased beginning at noon on Wednesday, August 29, due to increased traffic anticipated for the Bash at the Bay event and projected crowds traveling to the island by way of Miller Ferry and returning late on Thursday, August 30.

New Business

William Rofkar said the two parking lot light poles sold on GovDeals for $106.50.

William Rofkar made a motion Trustees do not request a hearing with the Division of Liquor Control for the name change of permit number 3536492. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:13 p.m.
