Meeting Minutes

September 25, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, September 25, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Rick Smetzer, Bill Van Der Giessen,
Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the September 11, 2018 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $104,678.01, which included a payment of $35,276 to Statewide Ford for the new police interceptor. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Catawba Island Garden Club requesting use of the Community Hall Tuesday,
May 28, 2019. Trustees agreed the Catawba Island Garden Club could use the Community Hall as requested and waived the fee.

A framed Certificate of Recognition from the American Red Cross for use of the Catawba Island Community Hall and 110 units collected in 2017.

An invitation from Lake Erie Shores & Islands for the Compass Learning Series 4 – Partnering with Lake Erie Shores & Islands = SUCCESS event to be held Thursday, October 11, at the Catawba Island Club.

Police

Police Chief John Gangway said the 2018 Ford Interceptor has been delivered and the decals will be put on tomorrow. He said the new police vehicle will be on the road by the end of the week.

Maintenance

Maintenance Supervisor Dan Barlow said two insulated window units in the lobby entrance need replaced with a total cost of $502.66.

Trustees agreed the window units should be replaced.

A brief discussion took place regarding a possible issue with obtaining salt for winter road maintenance. Dan Barlow said we currently have approximately 200 ton in the storage sheds.

Dan Barlow presented estimates for removal of two trees in the Hickory Ridge subdivision to make way for drainage work. Mullins Tree Service $1,200 and Lake Erie Tree Service for $1,375.

William Rofkar made a motion to contract with Mullens Tree Service for $1,200 to remove two trees in the Hickory Ridge subdivision. Gary Mortus seconded the motion. Vote on the Motion: William Rofkar, aye; Gary Mortus, aye; and Matt Montowski, abstained. Motion carried.

Dan Barlow presented an estimate from Gill Construction in the amount of $25,860 for the drainage project in the Hickory Ridge subdivision on the west side where the crossover failed.

Matt Montowski made a motion to contract with Gill Construction in the amount of $25,860 for the drainage project in Hickory Ridge subdivision as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve the sale of surplus equipment on GovDeals.com including two utility trailers, a set of forks used on the backhoe bucket, and a generator.
Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Bill Van Der Giessen requested a minor deviation to the existing Planned Unit Development for Catawba Bay. He would like to build single, detached condominiums in some instances where a duplex was planned allowing for more green space and fewer buildings due to customer demand.

William Rofkar made a motion to approve a minor deviation for the Catawba Bay Planned Unit Development from duplexes to single condominiums in some instances as requested.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski read a letter from Roger Garn expressing appreciation for the pickleball court surface added to the tennis courts at Heigel Park. Roger Garn also noted shuffleboard courts would be appreciated in the future if feasible.

Trustees set the date for Halloween Trick or Treat on Catawba Island for Wednesday, October 31, from 5:30 p.m. to 7:30 p.m.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:09 p.m.
