Meeting Minutes

December 11, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, December 11, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Julie Wylie, Quintin Smith, Ed Spitler, Diane Belden, Jack Madison, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the November 27, 2018 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $69,023.92. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Dean and Ann Spangler requesting to sell back two cemetery spaces as they have moved and made other arrangements for their cemetery needs.

Trustees agreed to buy back the two spaces as requested. Gary Mortus said that by Ohio Revised Code the township can purchase cemetery spaces back for the price that was paid for them and no more even if the spaces were purchased many years ago.

A letter from Ottawa County Prosecuting Attorney James VanEerten and Ottawa County Sheriff Stephen Levorchick regarding the Ottawa County Drug Task Force Funding for 2019 and a request for a contribution proportionate to the population in our political subdivision.

Zoning

Matt Montowski introduced application 331818, a rezoning request initiated by Quintin and Donna Smith to rezone a parcel of land from “A” Residential Low Density to “R-3” residential. The applicant is requesting to rezone a parcel that is approximately 0.667 acres located in Catawba Island Township at 3673 N.E. Catawba Road, Port Clinton. The adjoining parcels are as follows: The parcel located to the south is open space with a single family home and is zoned C-3 Highway Commercial. The parcel located to the north and west is vacant land and is zoned “R-3” residential.


The parcel is bound by Lake Erie to the east. The owner would like to transfer a portion of the subject property to the parcel to the north which he also owns in order to make the lot to the north larger. By rezoning to R-3 the subject property would match the surrounding zoning and would meet all of the lot size requirements after the transfer occurs. The current land use plan calls for medium density residential in the area so the rezoning request would meet the land use plan recommendation.

Matt Montowski said the Ottawa Regional Planning Commission met November 20, and voted to recommend approval of the rezoning request. The Catawba Island Zoning Commission met on November 28, and voted to approve the request and recommend to the Board of Trustees.

Quintin Smith explained he would like to take approximately 30 feet from one parcel and enlarge the parcel to the north.

Matt Montowski made a motion to approve application 331818 as requested. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said there were eleven zoning permits and three variances issued in November with a total of $2,200.36 collected in fees.

Fiscal

Fiscal Officer Karen Shaw presented the November 2018 financial reports and bank reconciliation. There were no questions or concerns.

Maintenance

Maintenance Supervisor Dan Barlow said the drainage project at Hickory Ridge is 90% complete. He said the ground will settle this winter and the grading work will be completed in the spring.

Dan Barlow said a spare snow wheel complete from Judco for $280 is needed for the dump truck.

Trustees agreed to the purchase of the spare snow wheel.

Fire

Fire Chief Kevin Wylie said the fire department will take an engine to the “Touch of Truck” event at the Walleye Drop for about an hour on New Year’s Eve.

New Business

Diane Belden said the wreaths have been delivered and everything is ready for the Wreaths Across American ceremony scheduled for Saturday, December 15, at 11:00 a.m.



Jack Madison, a member of the Ottawa County Active Transportation Plan, talked about the plan developed to build a consensus on a clear county-wide vision for safe, user oriented bicycle/
pedestrian facilities in Ottawa County that build on existing trails, recreation areas, historic and natural preservation sites. Jack Madison gave a brief presentation including maps. The plan has been recommended by the Ottawa County Active Transportation Steering Committee that was appointed by the Board of Ottawa County Commissioners.

Matt Montowski made a motion to adopt a Resolution to approve and endorse the Ottawa County Active Transportation Plan and its objectives. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to recognize Ohio Public Risk Insurance Agency, Inc. dba VFIS of Ohio as the township’s Agent of Record for our Accident and Sickness Policy. William Rofkar seconded the motion. All voted aye. Motion carried.

Trustees scheduled an employee information meeting with Frank Harmon of Ohio Insurances Services Agency for noon on Wednesday, January 23, 2019.

William Rofkar made motion to approve a donation of $3,250 to the Ottawa County Drug Task Force. Matt Montowski seconded the motion. All voted aye. Motion carried.

Gary Mortus reminded everyone that due to the Christmas Holiday the final meeting of the year will be Thursday, December 27, at 9:00 a.m.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
