Meeting Minutes

January 8, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, January 8, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, Judi Halstead, Allen Stryker, John Meister,
Tammy Waldemar, Lawrene Montowski, Reggie Langford, David Belden, Randy Riedmaier, and Jack DeVore

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the December 27, 2018 Board of Trustees regular meeting minutes as presented. The regular meeting minutes included the reorganization for 2019. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the payroll, in the amount of $38,413.22. Final payments made in 2018 totaled $17,804.23 and $20,608.99 in 2019.
Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

The annual notification from Virginia Park, Ottawa County Recorder, regarding Zoning Resolutions and Amendments per the Ohio Revised Code. The fees are $50 for a resolution and $20 for an amendment.

A letter from the Ottawa Soil and Water Conservation District regarding a discount available to townships, villages and cities on a variety of trees as an incentive to restore native landscaping.

Zoning

Matt Montowski said there were three zoning permits issued in December with a total of $70.00 collected in fees.

Matt Montowski said there were 142 zoning related items issued in 2018 with a total of $15,767.96 collected in fees.

Police

Police Chief John Gangway said Todd Parkison recently celebrated fifteen years with the police department.

Fire

Fire Chief Kevin Wylie reported the department had 50 fire runs in 2018 and 357 EMS runs for a total of 407 calls.

Maintenance

Maintenance Supervisor Dan Barlow said he attended a mandatory meeting regarding a Competitive Funding grant program offered through the Ottawa Sandusky Seneca County Joint Solid Waste District. Dan Barlow said he would like to purchase new picnic tables and a couple child size picnic tables to replace the older tables at the Heigel Park pavilion.

Trustees agreed replacing the picnic tables with new products made from recycled materials and using grant funding is a good idea.

Dan Barlow said the trucks are ready for the winter season and snow removal.

Fiscal

Fiscal Officer Karen Shaw presented the December 2018 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw presented the Annual Appropriation Resolution for the Fiscal Year 2019.

Gary Mortus made a motion to adopt the Annual Appropriation Resolution for the Fiscal Year 2019 as presented by the Fiscal Officer in the amount of $4,298,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to allow the Fiscal Officer to create Blanket Certificates in 2019
not to exceed $15,000 at any one time assuming adequate appropriation amounts are available. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to transfer $100,000 from the General Fund to the Gas Tax Fund for the purpose of paying salaries, operating supplies, contracted services, etc. related to the repair and maintenance of township roads. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Judi Halstead, owner of Integrity Productions, discussed creating a Catawba Island Township map and informational guide. Judi Halsted said she would absorb the cost of the project and there would be no expense to the township. She said the project would be supported by advertisers. Judi Halsted said the guide will promote all facets of Catawba Island and will be distributed at the Ottawa County Welcome Center, the Port Clinton Chamber of Commerce, and possibly featured on the township website.

The Trustees agreed they had no concerns with Judi Halstead proceeding with the production of a Catawba Island Township map and informational guide but said they did not want to date the publication by being featured as Trustees or give the impression they were soliciting advertisers.

Allen Stryker expressed concern with an ice machine located outside the Dollar General store.

Matt Montowski said the ice machine has been removed from outside the premises.



Tammy Waldemar asked if there could be baffles put on the bright lights outside of Dollar General.

Matt Montowski said the lighting concern should be addressed with the zoning inspector.

William Rofkar said the Trustees have no jurisdiction over the lighting outside of the commercial building but it could be mentioned that it is bothersome and perhaps they would address the concern as a courtesy.

Gary Mortus said the three Trustees attended the ribbon cutting ceremony for the renovated boat launch facility at the Catawba Island State Park.

Trustees signed the 2018 Township Highway System Mileage Certification from the Ohio Department of Transportation certifying that as of December 31, 2018 the township was responsible for maintaining 12.705 miles of public roads.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
