CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
MEETING MINUTES – NOVEMBER 24, 2009

The regular meeting of the Catawba Island Township Board of Township Trustees was called to order by chairman William Rofkar on November 24, 2009 at 7:30 p.m. in the conference room.

Present: William Rofkar, Gary Mortus, Robert Schroeder excused, Pat Cerny, Matt Montowski, Jack DeVore, James Stouffer and John Gangway. The Pledge of Allegiance was recited by all.

William Rofkar requested Pat Cerny to read the minutes to the audience and Board of Trustees from a Special Meeting held November 2, 2009 regarding a zoning matter.

Gary Mortus made a motion to approve the minutes of the November 2nd, 2009 Special Meeting as read seconded by William Rofkar. Gary Mortus, aye; William Rofkar, aye.

Gary Mortus made a motion to approve the minutes as received from the November 10th, 2009 meeting seconded by William Rofkar. Gary Mortus, aye; William Rofkar, aye.

Gary Mortus made a motion to approve and pay the bills in the
amount of $23,169.39 seconded by William Rofkar. All voted aye.

Correspondence included K-Tech specialty coatings for ice control. Letter of resignation from the Catawba Island Township Zoning Commission from Matthew Montowski effective date December 31, 2009. The Trustees thanked Matt Montowski for his service.

Ottawa County Engineer’s Office requesting two members of the Board of Township Trustees to come to their office on December 8 or 10 to complete the certification process regarding the mileage basis for the township’s ODOT payments.

Firelands Regional Medical Center, regarding the fees for the upcoming year stating there will be no increase in the Consortium Fee for your first or only group of employees.

William Rofkar asked Pat Cerny to put a notice in the newspaper stating the Board of Zoning Appeals and the Zoning Commission is looking for alternate members.

` Matt Montowski stated the Catawba Island Township Zoning Commission is meeting on November 25, 2009 and he is going to hold the election of officers which usually takes place in January. William Rofkar suggested waiting and have the vice-chairman run the future meetings until more members are on the Board. Gary Mortus agreed, and stated to wait until there are more members in place especially if some of the present members would leave the Commission.

Gary Mortus made a motion to accept Matt Montowski’s letter of resignation from the Zoning Commission and stated a letter of appreciation will be sent. William Rofkar seconded the motion. All voted aye.

Gary Mortus made a motion to continue our contract with Firelands Regional Medical Center for random drug testing seconded by William Rofkar. All voted aye.

Gary Mortus stated the zoning issue concerning Marine Max’s parking from prior Zoning Appeal Meetings on the north and south sides of the storage building must be unencumbered. At the present time, James Shelley is working on the parking issues on the parcel. A notice will be sent to James Shelley with copies of the minutes of the past meetings and the decisions made at these meetings on the parking and the building sizes. William Rofkar stated James Shelley asked if Marine Max could use the township’s launch ramp property for access to their facility for parking and William Rofkar stated he did not think so as posts would have to be removed.

Gary Mortus has some concerns in regard to hiring another part-time police officer especially in the winter months. Gary Mortus would like to be cautious in how much we use the part-time officers. Gary Mortus stated based on our five officers, we have enough officers to cover the twenty-four hour coverage. Gary Mortus stated Jeff Hickman is a good officer and would be a good addition to the department. Gary Mortus stated he has no problem bringing on Jeff Hickman on board and letting him get acclimated to the department and work a couple of shifts through December and the hours can be debated after the first of the year. William Rofkar stated Chief Rogers said he would use him one shift a week. Gary Mortus made a motion that we hire Jeff Hickman as a part-time officer for the Police Department seconded by William Rofkar and it is understood that it would be one shift a week until the first of the new year and hours will then be decided and it will be decided how much money we want to spend. William Rofkar stated a resident and his daughter were walking in the nature trail and another resident had a dog that was not on a leash and the girl was frightened by the dog. There is a leash law in Ohio. William Rofkar stated signage will be placed on the walking trail and the Cedar Preserve regarding dogs on leashes.

Pat Cerny stated the township received $300.00 for Seminar Education Reimbursement from the Ohio Plan Risk Management for fire department training.

William Rofkar made a motion to approve Matt Montowski, our new Trustee as of January 1, 2010, to be included under the employee benefits package for insurance seconded by Gary Mortus. All voted aye.

Gary Mortus made a motion to adjourn seconded by William Rofkar. All voted aye.
